This position is also being announced to applicants eligible to apply through Merit Staffing procedures under 26-CAE-13049371-MS Duties Help If selected for this position, you will join a well-respected team that is responsible for the full range of pre-award and post-award activities encompassing issuance of solicitations, evaluation of proposals, negotiation, executions, and administration contracts for complex and technical services and/or special assigned programs which support of the districts mission. You will also provide a variety of administrative support services in such areas as purchasing, space and vehicle management, security, internal controls, mail and reception, records, forms management, and communication services. Typical work assignments will include: Develops and documents the acquisition strategy for procuring supplies and services that require a variety of specialized handling provisions, terms and conditions such as determining and justifying high-risk contract types (i.e., not approved via class deviation), determining use of small business set-aside (including executing bundling/consolidation determinations), resolving late offers, evaluating offers with non-standard terms (i.e., commercial supplier agreements) and negotiating price including discounts and payment terms. Serves as the final level review for all actions within delegated procurement authority associated with pre-award negotiation objectives, price reasonableness determinations, and contract dispute resolutions. Performs complex post-award functions such as resolving protests, processing a name change or novation; negotiating and resolving claims; issuing Contracting Officer final decisions; monitoring, resolving and documenting performance issues including CPARs reporting; processing terminations for convenience or default/cause; or evaluating and determining approval of an assignment of claims. Monitors contractor and ensures delivery of requirements; documents inspection and acceptance of deliverables; reviews and approves or rejects invoices for payment. Provides subject matter expertise and recommendations regarding contract administration functions, handling a variety of actions and often complex and unique problems relating to assigned contracts. Coordinates with the USAO point of contact on contractor requests for waivers or deviations from contract terms; approves related changes to contract requirements and prepares documentation for the contract file as necessary. Resolves delivery schedule problems and negotiates delivery schedule changes. Provides a variety of administrative support services in such areas as executing purchases, monitoring and maintaining purchase card records; assessing office space needs to include office moves; managing the maintenance, use and records of GSA government vehicles, assisting the District Office Security Manager with various security and emergency related tasks; maintaining strict internal controls and thorough records in compliance with policy; overseeing mail management and customer service focused reception procedures. Responsibilities will increase and assignments will become more complex as your training and experience progress. Qualifications Note: In order to be considered "qualified" for this position, your specialized experience must be described in your resume. Applicants must be willing to attend and complete required training in order to attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses. The person selected is expected to obtain a FAC-C within one year of the date of hire. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement.*** To be QUALIFIED for this position, you must meet BOTH the basic requirements and the minimum qualifications. BASIC REQUIREMENTS A four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. You must submit your transcripts (unofficial or official) or employment verification to verify basic qualifications for this position or you will be disqualified. Minimum Qualification Requirements In addition to meeting the Basic Qualification Requirements as described above, applicants must also meet the minimum qualifications as defined below: GS-12: To qualify for the GS-12 Contracting Officer, you must have one year of specialized experience at the GS-11 level. Specialized Experience is defined as performing and leading contracting procedures with the development of all aspects for pre-award and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with the organization; using solicitation methods or a combination of methods identified in the Federal Acquisition Regulation (FAR) to implement regulations, processes and procedures; developing, preparing and overseeing Statements of Work (SOW) or typically involving specialized equipment, professional or technical services; reviewing and analyzing requests for the procurement of off-the-shelf, items that are manufactured to order, specialized services, expert witness, litigative consultant services, construction, IT and complex equipment and services; determining sole source and other required document; preparing solicitation documents and incorporating specific provisions; analyzing proposals for conformance with the solicitation; conducting extensive negotiations before and/or after contract award; negotiating with potential contractors; awarding contracts within delegated contracting officer authority; and/or administering complex contracts. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
