Director of Finance & Administration (Chief Financial Officer) POSITION TITLE: Director of Finance & Administration (Chief Financial Officer will be considered) STATUS: Full-time regular, salaried exempt REPORTS TO: Chief Executive Office POSITIONS REPORTING TO THIS POSITION: Finance Manager, Staff Accountant, Human Resources Manager EXPECTED PAY RANGE: Director of Finance & Administration, starting at $105,000 annually DOE; Chief Financial Officer, starting at $125,000 annually DOE Description: Walker Basin Conservancy (WBC) is currently recruiting for a Director of Finance and Administration. WBC is open to hiring for a Chief Financial Officer for the right candidate. This role is responsible for providing financial insight, driving enhancements in financial systems, elevating financial strategy, and guiding business operations for a fast-growing, mission-driven organization. Partnering closely with the CEO, Deputy Director, and Program leads, the DFA will translate real-time data into sound decisions and ensure that WBC scales sustainably. Expectations and Core Accountabilities Financial Strategy & Leadership Serve as the Conservancy’s principal leader and advisor in areas of finance and administration, partnering with the CEO, the Deputy Director, and entire leadership team on strategic planning, scenario modeling, and long-range forecasting. Develop and maintain multi-year operating and capital financial plans aligned with organizational goals and funding realities. Provide the Board of Directors and Finance Committee with clear, timely analysis and recommendations to support governance and strategic decision-making. Accounting, Reporting & Audit Develop and maintain accounting and grant billing processes in compliance with CFR, GAAP, and internal financial policies. Oversee the general ledger process, deferred revenue, journal entries, monthly close, reconciliations, AR/AP, and consolidation of all entities and programs. Produce accurate, insight-focused monthly, quarterly, and annual financial statements in accordance with GAAP. Lead the preparation and successful completion of annual financial and Uniform Guidance audits, ensuring unqualified opinions and the timely resolution of any findings. Direct the preparation and filing of the Form 990 and any state charitable registrations. Budgeting, Cash Management & Treasury Direct the annual budgeting process, collaborating with program managers to develop realistic and achievable budgets that will drive the mission forward. Actively monitor and project cash flow, manage banking relationships, and execute prudent investment and treasury strategies to safeguard liquidity. Establish, project, and monitor appropriate financial reserves and restricted-fund schedules; proactively advise on financing strategies for major initiatives. Systems, Processes & Internal Controls Evaluate, select, and implement upgrades to the accounting, ERP, payroll, and payments ecosystem to improve accuracy, efficiency, and scalability. Design, document, and enforce internal controls, policies, and standard operating procedures that mitigate risk and support audit readiness, including procurement, credit card policy, and AP/AR. Champion data integrity by developing dashboards and KPIs that provide real-time insight to program and executive leaders. Compliance & Risk Management Ensure compliance with all applicable federal, state, and local regulations, including OMB Uniform Guidance and other grantor requirements where relevant. Maintain corporate filings, licenses, and real-estate / water-rights documentation in coordination with legal counsel and Water Program Director. Administration & Operations Directly supervise Finance Manager, Staff Accountant, and HR Manager. Oversee payroll and benefits activities, including high-level direction for TPAs, Brokers, and HRIS vendors. Provide signatory review and approval of bi-weekly payroll Ensure regulatory compliance across multi-state employment jurisdictions (NV and CA) Oversee organizational insurance portfolio (general liability, D&O, property, vehicle, workers’ compensation) and direct strategy for annual renewals and claims. Direct and manage major service contracts, leases, and procurements in conjunction with program leads, including as principal negotiator Actively lead and mentor direct reports—setting clear goals, providing feedback, and fostering professional growth. Encourage a culture of continuous improvement, accountability, and customer service orientation toward internal stakeholders. Board, Donor, & External Relations Prepare and present financial results and projections to the Board of Directors, including during Board Meetings; prepare materials for the Finance Committee and other board working groups as needed. Serve as the primary contact for external auditors, bankers, investment advisors,and grantor financial officers. Support development staff with creation of budget narratives, accurate and detailed financials for grant proposals, and expenditure reporting to funders. Requirements 5+ years of progressive experience in accounting and finance, with 2+ years of supervising and leading a team. Experience managing federal funds and familiarity with OMB uniform guidance Demonstrated fluency in GAAP and a record of clean audits Knowledge of government contr4act and grant accounting, including restricted funds Understanding of nonprofit tax and compliance requirements (Form 990, State registrations, etc) success in upgrading financial systems or designing new processes for a growing organization Advanced analytical skills and proficiency with excel and business intelligence tools Exceptional written and verbal communication skills, adaptable to executives and field staff alike Bachelor’s degree in accounting, finance, or a related field To be considered for CFO, the candidate must have demonstrable experience working and partnering at a governance level. CPA, CMA, or MBA is a plus Demonstrated ability to connect and lead across all levels and functions, including individual contributors and managers Ability to effectively communicate and translate detailed data and information into concrete, tangible plans and programs Demonstrated ability to guide and direct multiple projects of competing priorities Ability to actively contribute to an inclusive, collaborative environment Employer-paid premiums for employee health, dental, and vision plans.
