Job Summary:Under direction of the Supervisor II, the Policy Analyst will analyze a wide range of issues impacting agency programs, develop policy recommendations and executive level reports, analyze federal/state/tribal/local program policies, coordinate with federal/state/tribal/local governments, analyze/monitor federal legislation, and coordinate response to requests for information specific to California’s emergency preparedness, response, recovery, and mitigation operations, as well as other areas of public safety and public policy.

Working Conditions
Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Excellent written and verbal communication skills, with the ability to articulate complex concepts and information clearly and concisely.
- Proven ability to build relationships, collaborate effectively, and engage with diverse stakeholders.
- Experience with analyzing legislation, tracking regulatory activity, conducting research, and translating complex policies for the agency.
- Experience working with congressional offices and federal affairs, including building relationships with their staff and advancing policy priorities.
- Strong knowledge of the federal appropriations process, including budget cycles, appropriations committees, and funding requests.
- Experience preparing briefing materials, policy memos, appropriations requests, talking points, and other advocacy documents.
- Ability to work under pressure to meet deadlines.
