Advanced Computer Systems Analyst

Performs advanced computer systems analysis work on the NPS student information management systems (SIS). An employee assigned to a position in this class is responsible for working with schoolhouse and central office personnel to determine their information and data processing needs, coordinating the processing of SIS functions, and training users in the use of the SIS. The specific SIS work involves coordinating and supporting one or more major SIS functions, and providing coordination and support to schools and central admin for other SIS functions as assigned by the Senior Coordinator, SIS.

Work is performed under the general supervision of a Senior Coordinator, Student Information Systems. Established policies and procedures provide guides for the work. Most work decisions are made independently but all work is checked for errors and conformance to established standards and procedures. Direct supervision may be exercised over lower-level specialists and technical supervision is always exercised over staff assigned to a project they may be managing.

This is the advanced systems analyst level of the information systems specialist series. The class is differentiated from the ISS III class, the fully proficient systems analyst class but lacking additional seniority and/or greater experience.

Takes the lead in the coordination of one or more major SIS functions. Major functions would include: student scheduling, grade reporting, enrollment and special program management or system administration responsibilities. For these functions, prepares documentation and training materials, and organizes and conducts training sessions for schoolhouse SIS users, including but not limited to: principals, assistant principals, teachers, and office staff.

Identifies SIS data inaccuracies and works with other information systems specialists responsible for other SIS functions, and with information systems professionals responsible for reporting and record keeping, to identify data inaccuracies, and to develop error reports, documentation, and procedures for users to aid in the correction and elimination of SIS data errors. Responds to ad hoc requests for summary information not available in standard reports.

Leads other information systems staff in the development of informational presentations or reports; assigns portions of projects to staff and provides technical work direction; checks and tests work for acceptance; monitors and reports progress to supervisor.

Confers with user staff to determine information needs; determines potential sources of information; collects data into or extracts data from SQL databases; designs forms, reports, and related items for information presentation.

Performs cyclical SIS processes such as grade reporting, academic history rollover, state discipline extract production. Responds to ad hoc requests for summary information not available in standard reports.

Assists Sr Coordinator SIS with workgroup management responsibilities such as; budget planning, professional development planning for junior IS specialists, and computer system updates.

Performs related work as required.

Ability to analyze, troubleshoot and improve complex automated systems and processes.

Ability to lead project teams and to coordinate large scale, long-term projects and processes.

Thorough knowledge of automated grade books.

Thorough knowledge of SQL; Data Manipulation Language (DML).

Thorough knowledge of the principles, concepts and techniques of computer systems analysis and programming.

Thorough knowledge of computer design, hardware capabilities, operating systems and software.

Good knowledge of the general organization and functions of a large public school system.

Ability to design, develop, coordinate, and present large scale informational and training presentations.

Ability to use SQL database query and reporting tools to produce information presentations and reports.

Ability to provide technical guidance to information systems staff and to evaluate their work.

Ability to communicate effectively, both orally and in writing.

Ability to read and interpret highly technical manuals covering computer hardware and software, and to interpret technical instructions into common language for users.

Ability to listen effectively and to accurately determine the needs of information requestors.

Skill in writing, documenting, debugging and testing applications programs in an accurate, efficient and timely manner.

Possession of a bachelor's degree in computer science/MIS (graduate level course work preferred), and extensive experience in working as a computer systems analyst with responsibility for major application programs, some of which shall have been at the level of ISS III, preferably including applications used in public school systems. Working knowledge of the district SIS (Synergy) is a plus.

Valid driver's license.

This work involves physical effort encountered in everyday activities including sitting, walking, standing, bending, reaching. It may also require carrying a laptop computer and working in small, tight areas.

Work involves exposure to normal, everyday risks. Work requires sustained use of desktop computers.

The work may entail overtime and after hours on call response. Furthermore, this work is subject to changing requirements, priorities, and interruptions. Resilience under pressure is essential.
