Chief Financial Officer – Town of Dover The Town of Dover has an immediate opening for a full-time Chief Financial Officer. Job Summary Manages fiscal operations in local government, including reviewing expenditures for compliance, preparing and maintaining annual operating and capital budgets, general ledger maintenance, bank reconciliations, debt management, cash management, grant reporting, payroll processing, completion and submission of Annual Financial Statements (AFS), budget policies, verifying the accuracy of processed fiscal actions, estimating revenues and expenditures, monitoring internal financial controls, developing budgeting systems, evaluating organizational financial condition, issuing bonds and notes, and other related duties as required. Responsibilities Review expenditures for compliance with Annual Operating and Capital Budget. Prepare and maintain budgets, general ledger, bank reconciliations, debt and cash management. Handle grant reporting and payroll processing. Complete and submit Annual Financial Statements and budget policies. Verify accuracy of fiscal actions, estimate revenues and expenditures. Monitor internal financial controls, develop budgeting systems, evaluate organizational financial condition. Issue bonds and notes. Perform other related duties as required. Requirements Five (5) years of experience in municipal finance or fiscal management, including at least one year in a supervisory capacity. Bachelor's Degree from an accredited college or university. Valid Certification as Certified Municipal Finance Officer issued by the NJ Department of Community Affairs, Division of Local Government Services. Qualified Purchasing Agent Certification preferred. Compensation and Benefits Salary range: $130,000.00 to $165,000.00. Comprehensive benefits package includes Medical, Prescription, and Dental coverage.
