Prevention & Early Intervention Program Manager  

This Program Manager leads the Prevention and Early Intervention (PEI) Department, providing strategic, operational, and programmatic oversight across all PEI programs as part of an integrated continuum of care at Mentis that includes clinical services. This position is responsible for supervising and developing the PEI team, ensuring high-quality and equitable program delivery, managing budgets and data collection, and strengthening internal and external partnerships. The Manager will also play a key role in developing billable program pathways for PEI roles such as Certified Wellness Coach Community Health Worker, Enhanced Care Management Peer Support Specialist, and other emerging workforce categories.

Summary  

We are looking for a dynamic person to join our Prevention & Early Intervention (PEI) team. This position will include management responsibilities, including being a leader within the PEI team, supporting our school-based and community-based program staff in their development and workforce skills. The ideal candidate will have strong management skills, as well as a desire to make a difference in the lives of community members of all ages through program development and oversight. 

Key Responsibilities  

• Serve as the primary operational leader of the PEI Division, overseeing day-to-day functioning of school-based and community-based PEI programs. 
• Partner with the Prevention Director to support grant planning, program design, and long-term strategy for growth and sustainability. 
• Provide direct supervision, coaching, and mentorship to Certified Wellness Coaches and Prevention and Early Intervention Specialists, fostering a culture of accountability, growth, and shared leadership. 
• Lead recruitment, hiring, onboarding, and training of new PEI staff; manage offboarding when staff leave to ensure smooth transitions. 
• Address performance and team dynamics proactively, offering clear feedback, support, and follow-up to maintain a healthy, effective team environment. 
• Maintain an actionable annual calendar for all key program and funder deliverables, ensuring deadlines are met or exceeded with minimal oversight. 
• Manage and maintain systems for tracking relevant statistical and narrative data across all PEI programs. 
• Lead the preparation of program data and narratives for grant reports and other funder requirements, in collaboration with the Prevention Director and Development team. 
• Manage the PEI department budget in collaboration with the Prevention and Finance Directors, monitoring revenue and expenditures, and making recommendations to support fiscal health. 
• Support the strategic integration of billable role pathways, including Community Health Workers (CHWs), Certified Wellness Coaches (CWCs), Enhanced Care Management (ECM), and Medi-Cal Peer Support Specialists, into PEI program planning to diversify and sustain the department’s funding infrastructure and long-term viability. 
• Maintain effective working relationships and ongoing communication with school district contacts, school staff, and other school-related agencies. 
• Build and sustain strong partnerships with community-based organizations to support community-based prevention objectives and joint initiatives. 
• Represent Mentis and the PEI Division at community events, coalition tables, school district meetings, funder convenings, and interagency settings, including occasional evenings and weekends. 
• Model professional excellence, ethical conduct, and Mentis’ organizational values in all external-facing engagements. 
• Work with the senior clinical manager to ensure that PEI services are seamlessly integrated with clinical services as part of a larger continuum of care offered at Mentis. 

This is a full-time position (40 hours a week, with some evenings and weekends) with a competitive salary and an excellent benefit package. California Pay Transparency Disclaimer: This is a nonexempt position. The pay range for this position is $85,000-$90,000/year. Actual placement within range will be contingent upon several factors, including but not limited to the candidate’s qualifications, education, experience, internal equity, and alignment with market data.

Required Qualifications  Education and Experience  

• Master’s degree - MSW, MA in counseling, Psychology, etc.  
• Minimum of 2 years of experience in program management with a supervisory role within community mental health, education, or nonprofit settings. 

Licensure and Supervision Requirements This position requires supervision of Certified Wellness Coaches (CWCs). CWC supervision is a critical component of this role and must hold one of the following qualifications: 

• Licensed Clinical Social Worker (LCSW) 
• Licensed Marriage and Family Therapist (LMFT) 
• Licensed Professional Clinical Counselor (LPCC) 
• Licensed Psychologist (PhD, PsyD)

• Ability to plan, implement, evaluate, and report activities. 
• Ability to be flexible with shifting responsibilities. 

Preferred Qualifications  

• Bilingual proficiency in Spanish and English. 
• Experience with Medi-Cal billing and/or billing for community health worker, certified wellness coach or peer support services. 
• Familiarity with Napa County community resources, school districts, and mental health service systems. 
• Experience working with school-based programs and community partnerships. 
• Demonstrated experience with budget management, data analysis, and grant reporting preferred.
