Position Overview Lead, Public Sector Engagement is a 1‑year time‑bound (through June 30, 2027) exempt, full‑time, 40‑hour position. It is for a motivated, well‑rounded leader with experience in global health policy and advocacy, analytic and writing expertise, and the ability to build relationships with Policy & Partnerships teams, government, civil society, and implementing partners. The Lead will work with the Senior Advisor, Public Sector Engagement & Strategy, the Advocacy and Influencing team, and the Health Financing and Costing team at the US Coordination Site to influence national, regional, and global health policies and strategic frameworks as countries advance universal health coverage and comprehensive financing. Responsibilities include evaluating national health policies, strengthening ministries of health, providing technical accompaniment in public sector engagement, and identifying opportunities for high‑impact advocacy campaigns focused on wage bill, debt, and tax justice. Specific Responsibilities Financing Policy Influence (60%) Lead development of updated health financing analyses for each country where PIH works, assessing the overall fiscal space and absorptive capacity for human resources for health (given IMF‑imposed wage bill caps) and the growing requirement for countries to demonstrate co‑financing through domestic resource mobilization strategies to unlock shrinking funding from bilateral and multilateral funders. Facilitate strategy and plans for PIH's multi‑disciplinary, cross‑site health financing working group in partnership with the Senior Advisor to articulate a global narrative (and country‑specific narratives) for PIH leadership and P&P teams during national, regional and global convenings and health financing costing exercises, incorporating domestic tax policy, health financing and insurance policies, and benefits package design for short, medium and long‑term planning and implementation. Conduct policy analyses and prepare briefs, position papers, talking points, evidence summaries, and recommendations to inform internal, government and stakeholder decision‑making across any PIH care delivery sites, keeping the narrative centered on individual patient experiences and health outcomes. Partner with P&P teams and the cross‑site health financing and costing team to strengthen ministries of health's capabilities to translate policy priorities into actionable, costed implementation pathways aligned with national budgeting and planning cycles, through development and delivery of hands‑on training and coaching on costing tools, scenario modelling, dashboards and data analysis. Facilitate time‑bound surge capacity support for emerging issues that sit at the intersection of financing, policy and upstream drivers—such as the Liberia community revolving drug fund policy—by conducting impact analyses, strategizing advocacy, and aligning with broader USG funding messaging. Advocacy Campaign Planning and Capacity Strengthening (40%) Capacitate P&P leads to share information with legislators and ministries of finance (where applicable) on U.S. and global financing shifts. Identify capacity gaps and support staff development, mentorship, training and cross‑team collaboration as relates to economic justice and health financing to reinforce synergies across PIH teams. Strengthen PIH and other stakeholders' capacity to center PIH's lived experience with direct patient care in the design and implementation of health financing strategies, interventions and reforms, and support resource mobilization planning as relates to upstream and downstream financing strategies. Lead in developing frequent, active bi‑directional feedback loops to ensure colleagues engaging in DC and New York at the UN, World Bank, IMF and other spaces can share real‑time examples of the impact of policy decisions on health outcomes while simultaneously providing updates from advocacy and influence work with these key institutions to colleagues engaging in district, national and regional spaces. Utilize information and experience from the national level to influence and inform OnePIH. Qualifications and Experience Relevant work experience in similar roles or industries (e.g., health financing, health economics, resource mobilization, health systems, advocacy, public policy); 10+ years. Advanced degree in health economics, public health, public policy, social sciences, or other relevant disciplines. Highly skilled in policy and economic analysis, with excellent problem‑solving, data synthesis, visualization and modeling skills. Excellent communication and presentation skills with the ability to write in a clear and concise manner, and distill complex analyses into high‑quality policy documents, briefs and presentations. Direct experience working with government institutions, informing development of government strategy, policy, and operational plans (preferably in health financing or health system strengthening). Data‑driven decision‑making: uses routine data to identify gaps, monitor performance, and inform strategies. Ability to learn on the job; absorb and synthesize a broad range of information succinctly. Familiarity with donor landscapes, resource mobilization strategies, and proposal development. Experience mentoring or capacity‑building government and NGO staff. Willingness to travel domestically and internationally up to 10% time. Salary and Hiring The starting salary range for new hires in this position is between $110,210–$125,660 and may vary depending on multiple, individualized factors including functional experience and job‑related experience.
