Position Summary In keeping with the Mission Statement and Principles of Covenant House, part of the Covenant House international network is committed to giving homeless youth a safe haven, absolute respect, unconditional love, and a path to lasting independence through housing programs and providing a continuum of care through supportive services. The Supportive Services Clinical Manager is responsible for overseeing all case management support services provided to youth within Covenant House Illinois. This leadership role supports staff in developing and implementing comprehensive service care plans, and guides program design by assessing the care needs of youth, eliciting staff and youth input, and developing therapeutic interventions that anticipate and respond to their care needs. The position tracks service utilization and care metrics and helps youth build skills needed to support their overall success. The position also works closely with program teams to support youth in both residential and drop-in services, including group curriculum design, and supporting skill development for both case management and Youth Engagement Specialists, in enhancing trauma-informed, relentless engagement and best practice models of care. The Supportive Services Clinical Manager provides both supervision and direct clinical case management services to youth and helps support access to needed services. Respect youth confidentiality while understanding and complying with requirements of mandated reporting, duty to warn, HIPAA, and other limits to confidentiality. Have an understanding of and support the implementation of Trauma Informed Care, Harm Reduction, and Positive Youth Development. Possess and maintain knowledge of the needs of youth experiencing homelessness. Attend and participate in all scheduled or mandatory meetings, trainings and supervision sessions as requested, including weekly case review. Model appropriate, professional behavior for Covenant House Illino is workforce to establish and maintain superior services in a safe and inviting atmosphere. Ensure the provision of Trauma Informed Care and the highest quality delivery of services to youth in accordance with the Covenant House Mission Statement and Principles and Core Values. Engage with youth who may have mental health or substance use challenges. Participate in required training and team meetings. Leadership & Management Provide weekly supervision of all direct reports and include documentation of performance appraisals, recommendation for corrective action and/or development plans. Conduct regular team meetings, provide coaching, training, and professional development to enhance the skills and effectiveness of the case management teams. Coordinates curriculum development, implementation, and training for all staff (e.g. case management and residential staff), that support effective social-emotional learning group activities, enhance youth social skill development, and facilitate case management goals. Monitor team performance, provide feedback, and support staff in setting and achieving individual and team goals related to youth therapeutic and case management needs. Ensure that team members maintain appropriate case documentation, follow service plans, and track progress in a timely manner. Work closely with staff to enhance training curriculum, as needed, to keep up with industry requirements. Program Development & Oversight: Develop and implement effective and comprehensive case management and youth engagement services within residential and drop-in programs. Manage oversight of admissions, discharges, youth encounters, groups, linkage services, and case management provided as part of the Youth Development Center. Ensure tracking of effective services and care modeling that supports youth success. Provides oversight to youth outreach and aftercare service provision. Supports cross-communication between outreach, YDC services, and residential case management services that facilitates continuity of care, identifies care trends and service innovation opportunities. Develops and evaluates effective youth assessments as appropriate, to adequately evaluate and respond to the care needs of youth, ensuring youth voice and choice. Oversees quality care planning, care coordination, youth psychoeducation, orientation to services and options, and progress reviews. Manages and supports staff in the effective evaluation of youth progress or success and adjusts care plans as necessary to meet changing needs. Monitors and maintains accurate records of youth interactions, care plans, and progress reports. Ensures compliance with timely documentation and oversees quality improvement metrics for staff assigned. Acts as a youth advocate, addressing any barriers to care and ensuring youth receive the necessary services and support. Define objectives, indicators, & outcomes with Clinical and Supportive Services Director and Chief Program Officer to ensure program success. Work closely with YES, case managers, and community partners to ensure coordinated care for youth and to identify additional resources, training opportunities, and support services. Foster partnerships with other organizations to ensure ease of access to needed services. Advocate and support youth access to housing, nutrition, medical, mental health, education, social development, substance abuse, employment and education programs. Raise awareness within the community about barriers faced by homeless youth in securing linkages. Documentation & Reporting: Ensure timely and accurate submission of documentation of all case management and therapeutic interventions provided by direct reports. Oversee the maintenance of accurate, confidential, and up-to-date records of youth progress, services provided, and linkage resources, in compliance with organizational policies and funding requirements. Prepare and submit regular reports on program outcomes, youth placements, and team performance for management and stakeholders. Track and report on youth outcomes, goals, and service delivery, ensuring data is entered into the Homeless Management Information System (HMIS), Coordinated Entry System (CES), Efforts to Outcomes (ETO) and other relevant systems. Responsiblefor program compliance with funding sources including deliverables, tracking, and reporting. Ensure that all documentation complies with applicable laws, regulations, and organizational standards. Trauma-Informed Care: Provide services that are grounded in trauma-informed care principles, ensuring that youth feel supported, respected, and empowered throughout their career development journey. Foster a safe and inclusive environment that promotes emotional well-being and addresses the unique needs of youth facing homelessness. Ensure that all career services staff are trained in and practice trauma-informed care. Crisis Intervention and Safety Planning: Provide immediate support and crisis intervention to youth in distress, helping to stabilize situations and address urgent needs. Develop and implement personalized safety plans for youth, ensuring their protection from harm while at CHIL and after transitioning to independent housing. Address any safety concerns, including physical or emotional abuse, and work with law enforcement or child protective services as needed to ensure youth are safe and supported. Participate in an On-Call 24/7 Crisis Line Rotation - respond to crisis calls, emergency calls, and/or other Covenant House Illinois needs within a reasonable time period. Collaboration with Multidisciplinary Team: Collaborate with internal staff, including youth engagement specialists, case managers, mental health professionals, and education and employment counselors, to provide holistic care to youth. Participates, or leads when assigned, all regular team and case review meetings, sharing updates on youth progress and identifying strategies to address any barriers to success. Work closely with community partners, such as social service agencies, healthcare providers, and legal advocates, to ensure comprehensive support for each youth. Provide assistance and leadership with events/activities as assigned. Self-Care and Professional Development: Engage in regular self-care practices to manage the emotional demands of the role. Participate in ongoing training, workshops, and professional development opportunities to stay informed about best practices in trauma-informed care and human trafficking prevention. Perform all additional job duties as assigned. Qualifications Education & Experience: Master’s Degree in Social Work, Clinical Psychology, or related social service degree. Is licensed as an LCSW/LCPC or similar/higher licensure. 3-5 years of related experience in social services including but not limited to mental health, case management, or linkage services. 1-2 years of supervisory experience preferred Experience in developing and maintaining relationships with community partners, and service providers. Skills & Abilities: Experience working with homeless youth or other vulnerable populations is strongly preferred. Experience in developing, implementing, and overseeing career readiness and job placement programs. Knowledge of workforce development trends, employment barriers, and community resources. Understanding of trauma-informed care principles and experience working with youth who have experienced homelessness or other forms of trauma. Display effective written, verbal, listening and communication skills. Have knowledge and experience working with the LGBTQIA+ population Ability to exercise appropriate judgment in crisis situations, with effective interpersonal skills. Must be willing to function as an active and engaged member of an interdisciplinary team. As a 24/7 program, full time staff work some holidays and weekends. All efforts are made to equitably distribute holidays amongst staff. Willingness and ability to attain a CPR/First Aid Certification and CPI certification. Able to share a meal with the youth while working on site for your shift Working Conditions This position requires the employee to work onsite in our office facility. Potential exposure to challenging behavioral situations or high-stress environments, requiring the ability to maintain composure and apply trauma-informed practices. While performing the duties of this job, the employee is regularly required to verbally communicate, listen, stand for moderate periods of time, walk, and lift up to 50 pounds, occasionally driving a minivan.
