Position OverviewWe are seeking an experienced Procurement and Sourcing Leader to establish and lead the sourcing function for our Project & Development Services team (Construction). This role requires a procurement professional who can build scalable processes to manage 150-500 sourcing events annually across approximately 50 projects, meeting contractual requirements for competitive bidding on trades within commercial real estate construction. The successful candidate will develop account specific vendor management systems, maintain contractor performance data across the Americas, ensure vendor compliance and readiness, and establish trusted reporting protocols with client procurement teams. This leader will build the infrastructure that enables efficient, compliant sourcing while demonstrating transparency that earns client confidence and operational autonomy.Key ResponsibilitiesSourcing Process Development & ManagementDesign and implement comprehensive sourcing processes that meet contractual obligations requiring competitive bidding for all trades over account directed clip levels in the Americas.Establish standardized workflows for sourcing events from initiation through vendor selection and contract awardCreate sourcing event templates, evaluation criteria, bid packages, and selection methodologies appropriate for various trade typesDevelop clear timelines and milestones for sourcing activities that align with project schedulesManage 150-500 sourcing events annually (3-10 per project across ~50 projects) with efficiency and consistencyBe proficient at technology solutions and tools used to execute sourcing processes, suggest improvements that would improve cycle timesEnsure all sourcing activities comply with contractual requirements, client policies, and JLL standardsCreate quality control checkpoints to verify sourcing integrity and documentation completenessVendor Management & Library DevelopmentBuild and maintain a comprehensive vendor library covering all design and construction vendors across North and South America in key client geographiesUtilize existing tools for vendor prequalification processes including financial review, insurance verification, safety record evaluation, and capability assessmentUtilize existing tools to ensure vendor documentation remains current including licenses, insurance certificates, bonding capacity, and compliance requirementsMaintain regional vendor databases organized by trade, geography, specialty, and capabilitySegment vendors by project size, complexity, and regional coverage to enable efficient sourcingRegularly update vendor information to ensure readiness for project deploymentVendor Performance ManagementEstablish vendor performance evaluation frameworks measuring quality, schedule adherence, safety, cost management, and collaborationImplement systematic performance tracking for all engaged vendors across the project portfolioCollect performance feedback from project managers, superintendents, and client stakeholdersCreate performance scorecards and dashboards providing clear vendor assessmentsMaintain historical performance data enabling informed vendor selection decisionsIdentify high-performing vendors for preferred status and underperforming vendors requiring improvement plans or removalConduct periodic vendor business reviews with key contractorsUse performance data to continuously refine and improve the vendor poolClient Procurement metricsCreate executive summaries and detailed reports showing sourcing event status, vendor awards, cost competitiveness, and compliance adherenceProactively communicate sourcing strategies, challenges, and successes to client stakeholdersPresent sourcing outcomes with supporting rationale demonstrating fair, competitive processesBuild client confidence through demonstrated procurement rigor, enabling greater operational autonomy for the PDS teamAddress client procurement inquiries and concerns promptly with data-driven responsesCollaborate with client teams on continuous improvement opportunitiesCompliance & Risk ManagementEnsure all sourcing activities meet contractual obligations, client policies, and regulatory requirementsMaintain comprehensive documentation of sourcing events including solicitations, bids received, evaluation criteria, and selection justificationImplement conflict of interest protocols and ethical sourcing standardsMonitor vendor compliance with insurance, licensing, safety, and legal requirementsIdentify and mitigate procurement-related risks including vendor capacity constraints, market conditions, and supply chain disruptionsCoordinate with JLL Legal, Risk Management, and Compliance teams on procurement mattersConduct periodic audits of sourcing processes and vendor files to ensure compliance and qualityMarket Intelligence & Strategic SourcingMonitor construction market conditions, trade contractor availability, and pricing trends across North and South AmericaBuild relationships with trade associations, industry groups, and contractor networksIdentify emerging vendors and expand the contractor pool in underserved geographies or tradesAnalyze sourcing outcomes to identify cost optimization opportunities and market trendsDevelop category strategies for major trade groups (MEP, finishes, specialty systems, etc.)Leverage volume across the project portfolio to negotiate favorable terms and pricingIdentify opportunities for panel agreements or preferred vendor arrangements where appropriateProcess Improvement & TechnologyContinuously refine sourcing processes based on lessons learned, team feedback, and performance metricsImplement procurement technology platforms to improve efficiency, transparency, and data managementDevelop automation solutions for routine sourcing activities and vendor communicationsCreate self-service tools enabling project teams to initiate and track sourcing requestsGenerate analytics and insights to inform strategic decisions and process improvementsRequired QualificationsBachelor's degree in Supply Chain Management, Business Administration, Construction Management, or related field5+ years of progressive procurement or sourcing experience, preferably in construction, corporate real estate, or professional servicesProven track record managing high-volume sourcing operations with demonstrated process discipline and scalabilityDeep knowledge of construction trades, subcontracting practices, and vendor managementExperience developing vendor prequalification programs, performance management systems, and contractor databasesStrong understanding of competitive bidding processes, evaluation methodologies, and selection best practicesExpertise creating procurement reporting and dashboards for executive and client audiencesExperience working with client procurement organizations and building trusted advisor relationshipsKnowledge of construction contracting, insurance requirements, and risk allocationProficiency in procurement software, vendor management systems, and data analysis tools, preferably Jaggaer and Aravo.Advanced Microsoft Excel skills and experience with reporting/analytics
