Description / Responsibilities / Skills

Responsibilities

• Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
• Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
• Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
• Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives
• Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions
• Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders

Deliverables

• Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up
• Experience developing strategies, preparing business cases and cost-benefit analysis
• Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement
• Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope

• Demonstrates experience eliciting, analyzing, documenting, and validating business and system requirements.
• Demonstrates experience documenting business processes, business rules, use cases, user stories, and acceptance criteria.
• Demonstrates ability to identify business needs, process improvements, gaps, risks, and opportunities.
• Demonstrates experience supporting business process re-engineering, transformation, and modernization initiatives.

Technical Skills (25%)

• Demonstrates proficiency with Microsoft Office Suite, Visio, Azure DevOps, Jira, or equivalent tools.
• Demonstrates experience working in Agile, Scrum, Waterfall, or hybrid delivery environments.
• Demonstrates experience creating process maps, workflow diagrams, and business models.
• Demonstrates understanding of application development lifecycles, testing, implementation, and change management.
• Demonstrates knowledge of UX principles, accessibility requirements, and service design methodologies.

Communication and Stakeholder Management Skills (35%)

• Demonstrates strong verbal, written, presentation, and facilitation skills.
• Demonstrates ability to communicate effectively with both technical and non-technical stakeholders.
• Demonstrates experience building consensus and managing stakeholder expectations.
• Demonstrates experience preparing business documentation, reports, presentations, and recommendations.
• Demonstrates strong organizational skills, including managing competing priorities and meeting deadlines.
• Demonstrates ability to identify and communicate risks, issues, dependencies, and impacts.

Public Sector Experience (5%)

• Demonstrated experience working with Subject Matter Experts (SMEs), especially in public sector environments.
• Familiar with accessibility (e.g., AODA), privacy, and UX design.
• Experience navigating complex organizational structures and approval chains.
