HSE Field Technician

The HSE Field Technician supports safe, compliant, and efficient field operations by independently evaluating field safety conditions, regulatory compliance risks, and implementation of the HSE Safety Management System. This position uses discretion and independent judgment to identify hazards, advise operations leadership, recommend corrective actions, escalate significant compliance or safety concerns, and support decisions that protect employees, customers, contractors, equipment, and business operations. The role partners with the HSE Manager, operations leadership, field crews, customers, vendors, and contractors to improve district safety performance and support an injury-free work environment.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

• Independently evaluate field activities to identify hazards, assess compliance risk, and verify that hazards are properly controlled per the established HSE framework through proactive engagement with site personnel and observation of worksite activities.
• Use professional judgment to coach, mentor, intervene, and recommend corrective actions when opportunities for improvement or elevated safety risks are identified.
• Exercise authority to stop work, require immediate corrective action, or escalate concerns when imminent safety hazards, regulatory exposures, or significant operational risks are identified.
• Verify that Axis site-specific orientations are appropriate for the work being performed and are completed by all required personnel and visitors before they access the worksite.
• Manage the Key Performance Indicator (KPI) Log, including the accurate collection, daily review, and weekly submittal of KPI data.
• Facilitate the incident management process by supporting group incident investigations and learning activities, including case management, KPA reporting, LFI drafts, HIPO incident investigations, and SIR drafts.
• Lead or support investigations by interpreting applicable HSE procedures, evaluating contributing factors, determining compliance implications, and recommending corrective actions with operational impact.
• Facilitate the Axis Energy Local Audit Process by completing required audits on schedule and ensuring audit results and corrective actions are accurately documented.
• Analyze audit findings, field trends, KPI data, and incident information to advise operations leadership on risk priorities, compliance gaps, and recommended corrective action strategies.
• Coach crew members and verify effective implementation of established daily requirements:
• Daily Start Up Inspections
• JSAs
• Permit to Work Procedures
• Equipment Inspections
• Proactively coach Axis staff on the understanding and execution of required Axis safety programs, including:
• DROPS
• Working at Heights/Fall protection
• Process Safety/Line of Fire
• Temporary Pipework Standard
• KPA usage and requirements
• Glove /Impact Glove Policy
• Alternative Cutting Tools
• FRC/PPE Compliance
• Assure environmental compliance per the requirements of our Environmental Policy
• Facilitate implementation of the Emergency Action Plan by ensuring site-specific plans remain current, drills are conducted regularly, and response capabilities are maintained.
• Champion the Behavior Based Safety Observation Program by conducting observations and coaching site leadership on location.
• Support field training activities, including safety meetings, toolbox talks, new-hire or site-specific orientations, refresher training, and documentation of completed training in applicable systems.
• Interpret and apply DOT and regulatory compliance requirements in field settings, including driver safety observations, field inspections, audit follow-up, documentation review, and communication of compliance expectations to field personnel and leadership.
• Evaluate environmental compliance conditions and recommend actions related to spill prevention and response, waste handling awareness, field inspections, environmental documentation, and timely reporting or escalation of environmental concerns.
• Coordinate with operations, customers, vendors, contractors, and HSE leadership regarding safety expectations, site conditions, observations, corrective actions, and follow-up items.
• Communicate professionally with customer representatives, vendors, contractors, and operations leadership regarding safety expectations, site conditions, observations, corrective actions, and follow-up items.
• Provide recommendations to HSE and operations leadership regarding field safety performance, corrective action priorities, training needs, and program implementation based on independent review of field observations and compliance data.
• Maintain individual competency per the requirements of the HSE Technician Roles and Responsibilities.

Minimum Qualifications (Knowledge, Skills, and Abilities)

• Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field preferred; equivalent combination of education, technical training, certifications, and relevant experience may be considered.
• 6+ years of demonstrated HSE/DOT work experience, preferably in the oil field services industry.
• CSP, SMS, ASP or OSHA training, PEC/Safeland training certifications preferred.
• Experience in ISNetworld or other contractor safety management systems; learning management systems (LMS) and safety reporting programs such as iScout / KPA or similar.
• Computer proficiency and technical aptitude with the ability to use Microsoft products (Outlook, Word, Excel, PowerPoint).
• Bilingual proficiency in Spanish and English preferred.

• Highly organized and efficient worker; skilled at multi-tasking.
• Effective communication skills - verbal and written; attentive listener.
• Willing to take initiative and work independently when needed.
• Good judgment with the ability to make timely, sound decisions.

• Demonstrated ability to communicate effectively with customers, visitors, vendors, contractors, and employees.
• Ability to work a flexible field-based schedule, including extended hours, weekends, holidays, or emergency response support as business needs require.
• Ability and willingness to travel to field locations, customer sites, district offices, and other work locations as needed, including occasional overnight travel.
• Ability to work with minimal supervision, prioritize field risks, and make timely recommendations or escalations that affect safety, compliance, and operational continuity.
• Ability to clear eligibility on Axis pre-employment requirements.
• Receipt of proof of eligibility to work in the United States, as required by law.

• Must be able to wear required PPE, which may include flame-resistant clothing, hard hat, safety glasses, gloves, hearing protection, respiratory protection, and steel-toe footwear.
• Work is performed in both office and field environments, including oilfield locations, customer sites, yards, shops, and active operations areas.
• Field work may involve exposure to outdoor weather conditions, extreme heat or cold, dust, mud, noise, vibration, moving equipment, vehicle traffic, chemicals, fumes, odors, heights, confined or restricted spaces, and other occupational hazards.
• Must remain alert and able to respond appropriately to changing field conditions, emergency situations, and safety-sensitive work environments.

Travel and Schedule Requirements

• This position requires regular travel to field locations, customer sites, district offices, and other operational locations as business needs require.
• Schedule may vary based on operational needs and may include early mornings, evenings, weekends, holidays, extended hours, or emergency response support.
• Must be able to operate in a field-based role with changing priorities, site conditions, and response timelines.
