Job Description and Duties Under the direct supervision of the Supervising Special Investigator I (Lieutenant) or Captain, Protective Services Branch (PSB), the Investigator, hereinafter referred to as “Detective”, is a sworn Peace Officer pursuant to section 830.3(v) of the California Penal Code. Responsibilities include, but are not limited to: Conduct independent criminal, civil and/or administrative investigations to identify violations of federal, state and/or local laws and facility policies. Develop and implement investigative plans. Conduct and complete investigations within established guidelines as set forth in the PSB Law Enforcement manual. Investigate client deaths, allegations of abuse and neglect, fraud, embezzlement, and criminal history investigations based on arrests or DOJ/FBI notifications. Collect clear, concise and accurate reports; may conduct undercover or surveillance operations and cooperate with outside law enforcement agencies. Appear as a witness in court or administrative hearings; may be assigned to travel overnight, work holidays, weekends, and/or odd or irregular hours under varying conditions. Respond to and support uniformed officers during critical incidents; assist in search operations for missing persons (AWOLs). Special Requirements Background investigation required prior to hiring. Medical clearance required prior to hiring. Psychological evaluation clearance required prior to hiring. Desirable Qualifications Knowledge of investigation techniques and procedures in criminal and administrative investigations, evidence collection and preservation, laws of arrest, search and seizure, and interviewing techniques. Ability to gather and analyze facts and evidence; reason logically; draw valid conclusions; communicate effectively; prepare written documents and detailed investigation reports. Knowledge of developmental disabilities and specific admission criteria for developmental centers and community facilities. Professional, diplomatic, calm under emergencies; ability to make a physical arrest if necessary and perform duties unarmed. Ability to prepare written investigative reports that are clear, concise, accurate and completed in a timely manner; proficiency in using codes from the California Penal Code, Health and Safety Code, Welfare and Institutions Code, Government Code, California Code of Regulations and facility policy manuals.
