About the Position PLEASE NOTE: Review of applications will begin on April 8, 2026. The Senior Investigator serves as the Discrimination, Harassment, and Retaliation (DHR) Administrator and Deputy Title IX Coordinator, conducting intakes and investigations as they relate to discrimination, harassment (including sexual misconduct) and retaliation. The Senior Investigator ensures compliance with Title IX, Title VI, the CSU Nondiscrimination Policy, the CSU Interim Nondiscrimination Policy, applicable CSU Executive Orders, the Violence Against Women Act, the Americans with Disabilities Act, and the California Fair Employment and Housing Act. The incumbent will compile data, interpret and analyze the facts, and provide written notices and investigation reports in a thorough and timely manner. The incumbent will employ dispute resolution, mediation, and problem-solving techniques to resolve issues on an informal basis consistent with the applicable CSU Policy. The incumbent will provide leadership for programming and education to prevent sexual misconduct and hostile environment issues and serve on multidisciplinary committees that serve campus constituents. The incumbent may provide testimony regarding cases to outside agencies, provide advice and guidance to campus constituents, and interact with the CSU Office of the Chancellor, General Counsel, Civil Rights Attorney, Systemwide Director, Administrators, and colleagues at campuses within the CSU System. The Senior Investigator works independently and as a member of the Civil Rights Office team. Responsibilities Consultation, Investigation, and Disposition Receive, document, and address in a timely manner inquiries from students, faculty, staff, administrators, and third parties regarding rights and responsibilities regarding conduct that may violate CSU policy or guidelines. Offer and document supportive measures provided to impacted parties and rationale(s) when not provided. Conduct comprehensive and thorough intakes and investigations related to discrimination, harassment (including sexual misconduct) and retaliation in a manner that supports engagement. Use sound investigative techniques to encourage engagement, interpret laws, apply policy definitions, analyze situations, and make logical determinations based on a preponderance of evidence standard. Use the case management system of record (e.g. Maxient, CO Survey) to document all information relevant to concerns, incident reports, complaints, investigations, and corrective actions. Provide timely all required notices and materials to complainants and respondents, including Notice of Investigation, Review of Evidence, Preliminary and Final Investigation Reports, Notice of Investigation Outcome, and Hearing and Appeal related notices as applicable. Refer matters that are not appropriate for investigation to other points of contact with notification to the appropriate parties and monitoring until resolved. Coordinate with campus partners for effective case management, appropriate information sharing, and program development. Monitor and track pregnancy related modification requests, outcomes, and resolve disputes in a timely manner as they arise, working in collaboration with the university Accessibility Services unit. Provide testimony, advice, guidance, coordination, and document retention as needed or required. Preventive Education and Training Develop and deploy training for students, faculty, staff, and administrators related to DHR, Title IX, Title VI, including sexual misconduct, mandated reporting, confidential resources, and awareness for prevention. Ensure compliance with mandated training requirements. Contribute to the dissemination of educational materials, including posters, brochures, and web-based materials to inform members of the campus community. Analyze case management data and trends to identify opportunities for training and community remedies. Collaborate with campus partners to provide preventive education to vulnerable and at-risk individuals and groups. Systemwide Requirements, Teamwork, and Professional Development Assist in preparing Civil Rights Implementation Plans, Reports, Annual CO Survey, and other requirements. Attend Civil Rights Team meetings, 1:1s, and provide succinct analytical case status updates and next steps. Attend CSU Systemwide meetings, trainings, conferences, and in-services. Take personal responsibility for professional development in key subject matter areas, CO guidance, regulatory and policy changes, and trauma-informed case management. Minimum Qualifications Education Juris Doctor degree, Masters degree in a closely related field, or an equivalent combination of education and experience. Experience Five years of progressively responsible experience investigating discrimination, harassment, and retaliation related to Title IX, Title VI, Title VII, or the Americans with Disabilities Act/Fair Employment and Housing Act. Knowledge, Skills, and Abilities Knowledge of current state and federal laws, regulations, and trends related to discrimination, harassment, and retaliation under Title IX, Title VI, Title VII, and/or Americans with Disabilities Act/California Fair Employment and Housing Act. Demonstrated ability to apply policy-based standards and procedures throughout a case, including intake, investigation, and determinations. Excellent oral and written communication and concise analytical reports. Excellent investigative techniques that ensure thoroughness, objectivity, and a trauma-informed approach to sensitive, difficult, and complex problems. Excellent organizational and time management skills to ensure all active matters and commitments are addressed timely. Proven ability to develop effective, collaborative, inclusive working relationships with diverse individuals, groups, and departments. Ability to use a computer and case management software proficiently. Demonstrated commitment to the highest principles of integrity, ethics, and honesty. Preferred Skills and Knowledge Experience implementing Title IX, Title VI, Title VII, or a related area of administrative regulations. Experience working with trauma in a higher education environment. Experience designing and evaluating preventive education programs for diverse audiences.
