About the Role
The Housing Authority is seeking an experienced Facilities & Capital Improvements Manager to lead the planning, execution, and oversight of capital improvement projects while ensuring Authority-owned properties are maintained safely, efficiently, and in compliance with all applicable regulations.
This is a highly visible leadership position responsible for managing construction projects, facility improvements, contract administration, budgeting, and long-term capital planning. Working closely with the Executive Director, Accounting Department, Maintenance Department, consultants, contractors, and regulatory agencies, you'll play a critical role in preserving and improving the Authority's housing portfolio.
We're looking for a professional who combines strong construction project management experience with exceptional organizational skills, financial maturity, and the ability to confidently represent the Authority when working with contractors, vendors, residents, and community partners.

Key Responsibilities
Capital Project Management

• Lead capital improvement and modernization projects from planning through construction, closeout, and warranty administration.
• Develop project scopes, specifications, bid documents, Requests for Proposals (RFPs), project schedules, budgets, and cost estimates.
• Coordinate architects, engineers, contractors, consultants, and regulatory agencies throughout all phases of construction.
• Monitor project schedules, budgets, contractor performance, construction quality, and overall project success.
• Review contractor invoices and recommend payment approvals while maintaining complete project documentation.

Facilities & Asset Management

• Develop long-term facility improvement strategies through building assessments and capital planning.
• Conduct inspections of Authority-owned properties to identify maintenance priorities and capital improvement needs.
• Partner closely with the Maintenance Department to prioritize repairs, coordinate major projects, and improve preventive maintenance efforts.
• Oversee security camera systems and related facility infrastructure.

Budgeting, Procurement & Contract Administration

• Assist in developing and administering annual operating and capital budgets.
• Demonstrate sound financial judgment while managing project budgets and expenditures.
• Coordinate procurement activities, contractor selection, and contract administration.
• Ensure all projects comply with procurement policies, contract requirements, and applicable regulations.

Collaboration & Leadership

• Work closely with the Accounting Department to monitor project expenditures, budgets, and financial reporting.
• Coordinate daily with the Maintenance Department to align operational priorities and project schedules.
• Represent the Authority professionally with contractors, consultants, vendors, residents, and public officials.
• Provide project updates and recommendations to executive leadership.
• Maintain accurate records, reports, permits, contracts, warranties, and regulatory documentation.

The Ideal Candidate
The successful candidate is an organized, confident professional who enjoys balancing technical expertise with administrative leadership.
Qualified candidates will possess:

• Five (5) or more years of progressively responsible experience in construction management, facilities management, capital projects, or related fields.
• Strong construction project management experience from planning through project completion.
• Experience managing budgets, contracts, procurement, and vendor relationships.
• The ability to effectively coordinate multiple projects while meeting deadlines.
• Excellent communication and interpersonal skills.
• Strong analytical and problem-solving abilities.
• A high level of professionalism, integrity, and accountability.
• The ability to exercise sound judgment while maintaining confidentiality and discretion.
• Strong organizational and time-management skills.
• Proficiency with Microsoft Office (Word, Excel, Outlook) and the ability to learn the Authority's Housing Management System and other technology platforms.
• Experience with HUD Capital Fund Programs, federally funded construction projects, public procurement, or public housing is highly preferred.

Preferred Qualifications

• Bachelor's degree in Construction Management, Engineering, Facilities Management, Architecture, Business Administration, Public Administration, or a related field, or an equivalent combination of education and experience.
• Supervisory and contract administration experience preferred.
• Knowledge of HUD regulations, Capital Fund Programs, NSPIRE, Davis-Bacon requirements, ADA compliance, and applicable building codes is preferred.
• Valid Pennsylvania Driver's License.
• Ability to pass a background and drug test.

Schedule
Full-Time — 35 Hours Per Week
The standard workweek is 35 hours, Monday through Friday. The Authority offers flexibility in scheduling, with start times between 7:00 a.m. and 9:00 a.m. Employees may take a 30- to 60-minute lunch break, with the workday ending between 3:00 p.m. and 4:00 p.m., depending on the selected start time and lunch duration.
