The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado's Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. We are looking for a Contract Administrator for the Contracts & Quality Assurance Division of the Health Information Office (HIO)!
HIO develops, implements, and maintains HCPF's Health Information Technology (Health IT) and related Information Technology (IT) infrastructure, while coordinating with the Governor's Office of Information Technology and other stakeholders on Health IT and IT projects that impact the Department. Major responsibilities include enhancing and maintaining the Department's health care claims payment system (Medicaid Management Information System or MMIS) and client eligibility system (Colorado Benefits Management System or CBMS) by developing requirements documentation, reviewing detailed system design approaches, proposing systems solutions to program staff and implementing systems solutions to support Department initiatives. In addition to aligning the Department's infrastructure and related operations, this Office creates a foundation for emerging Health IT solutions that will be necessary to implement the Department's transformational vision for the future of Medicaid.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

Description of Job
What You'll Be Doing as Contract Administrator:
- Staff authority responsible for the management of two of the Department's largest modular contracts, the MMIS and Fiscal Agent Services contract and the Business Intelligence and Data Management Services (BIDM) and supports new modular contracts that may be added to the portfolios.
- Manages and is responsible for the day-to-day aspects, communication, and task completion of contracts, requiring the position to make broad decisions on performance standards, market research that directly impacts contract requirements, deliverables, impacts, as well as defining service levels within the contract and methodologies used throughout the life of the contract.
- Provides details on the contract and a basis for its larger project and program decisions on the information from the contract manager to make decisions impacting HCPF programs and projects.
- Resource for management and Department staff to ensure compliance with APDs, CMS regulations and related legislation.
- Monitors the contractor's progress and performance to ensure goods and services conform to the contract.
- Authorizes payments consistent with the contract terms, exercising remedies where a contractor's performance is deficient, resolving disputes in a timely manner, documenting significant events, and maintaining all correspondence between the Department and contractor that specifies an action that the contractor should take (e.g., transmittals) and all contract related documents.
- Contract management duties include assisting Division Directors within the Health Information Office in the negotiation of the terms and conditions in contracts and ensuring compliance with the terms and conditions, as well as documenting and advising of any changes or amendments that may arise during its implementation or execution.
- Responsible for drafting, negotiating, and finalizing contracts and contract amendments.
- Negotiates with contractors to meet the Department's needs based on information provided by the Department's business owners and project managers.
- Monitors and tracks legislation, budget, and policy changes to ensure that needed requirements are anticipated, coordinated, and scheduled to properly administer the assigned contracts.
- Oversees the management of the contract's budget and works directly with the Department's budget and accounting work units to ensure appropriations and expenditures related to the contract are comprehensive, clear and accurate.
- Responsible for the process of systematically and efficiently managing contract creation, modification, execution, and analysis for the purpose of maximizing financial and operational performance and minimizing risk.

Experience Only:
Seven (7) total years of professional experience in contract administration, procurement, vendor management, or an occupational field closely related
Option 2:
Education and Experience:
Bachelor's degree from an accredited institution in Business Administration, Public Administration, or a field of study related to the work assignment AND Three (3) total years of professional experience in contract administration, procurement, vendor management, or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
- An associates will count as two years of experience
- A bachelors will count as four years of experience
- A masters degree will count for six years of experience
- A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications
- Previous relevant professional state experience
- Masters degree in Master's Degree in Public Administration or Business Administration, or advanced law degree.
- Professional experience in:
