Here Is What You Will Do
Reporting to the Associate Dean for Finance and Administration, the Grants and Contracts Officer II is responsible for the administration and management of sponsored projects, including grants and contracts from federal, state, foundation, and private sponsors. This position provides pre-award and post-award support to faculty and staff by ensuring compliance with institutional policies, sponsor regulations, and applicable laws throughout the lifecycle of sponsored programs. This position will also provide research administrative support to AYSPS research centers. The role requires strong organizational and interpersonal skills, attention to detail, and the ability to manage multiple priorities in a fast-paced academic environment.
The essential duties and responsibilities of the Grants and Contracts Officer II are the following:
- Pre-Award Administration
- Develops and manages grant proposals and other sponsor-funded applications and budgets for PIs as assigned
- Ensures all proposal elements are consistent, accurate, and complete, including required documentation, budget, cost share, subcontracts, etc.
- Ensures that all submissions comply with federal, state, local, and University guidelines.
- Adheres to sponsor deadlines to ensure timely submissions.
- Develops budget and budget justifications, which include proofing the budget.
- Advises the PI on administrative requirements in preparing submissions.
- Routes proposals via workflow for college-level and Office of Sponsored Programs (OSP) approval.
- Post-Award Administration
- Route award notices for approval and account setup.
- Request advance accounts for sponsored projects.
- Process rebudgeting requests in accordance with sponsor and institutional guidelines.
- Conduct monthly expenditure reviews and identify discrepancies or needed corrections.
- Prepare and submit prior period adjustments and journal entry requests as needed.
- Ensure allowable and compliant costs are applied to sponsored projects.
- Assist Principal Investigators (PIs) with managing funding throughout the lifecycle of awards.
- Create financial projections, budget forecasts, and status reports for sponsored projects.
- Process subcontract payments and other project-related payments.
- Support post-award financial management and ongoing grant administration activities.
- Research Administration & Liaison Responsibilities
- Act as a liaison between department heads, faculty, legal counsel, the Office of Research, and sponsoring agencies to support successful proposal submissions.
- Serve as the Andrew Young School (AYS) liaison to URSA and OSPA offices.
- Communicate new developments, processes, and critical information related to research administration.
- Present research administration updates as needed at bi-annual Andrew Young School staff meetings.
- Faculty & Research Staff Support
- Provide technical assistance, support, and guidance to faculty and staff regarding research administration processes.
- Deliver training and support to staff with research administration responsibilities.
- Award & Sponsored Activity Management
- Maintain the Andrew Young School awards and submissions database.
- Track all sponsored activities within the college or assigned entity.
- Perform detailed reviews of award documents and award notifications throughout the grant and contract lifecycle.
- Effort Reporting & Compliance
- Coordinate effort reporting activities conducted three times annually.
- Collaborate with departments to ensure the Andrew Young School meets all university deadlines.
- Serve as the pre-reviewer for the Dean's Office faculty and assigned research portfolios.
- Resolve discrepancies through retroactive cost transfers, earnings reports, and related corrective actions.
- Departmental Research Administration Support
- Serve as a departmental research administrator during staff leave periods or position vacancies.
- Provide pre-award and post-award research administration support until vacancies are filled or staff returns.

Minimum Requirements: Bachelor's degree and three years of related experience; or a combination of education and related experience.
