The Work You Will Do:
TMC Manager / Traffic Operations / TSM&O / Freeways
This position will spend the majority of their time supervising, communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Meet regularly with employees to assign work, establish work objectives and timelines to ensure working objectives are met. Supervise and coordinates all Florida Department of Transportation (FDOT) efforts to report and resolve traffic incidents, consistent with State and District policies and procedures. Supports development of the Department's Transportation Systems Management & Operations (TSM&O) program at the district, regional and statewide levels. Develop and programs Freeway Management System (FMS)/Arterial Management System (AMS) projects that facilitate operation of freeway/arterial management systems and incident management. Perform engineering review and analysis, develop engineering reports and associated documents.

Your Specific Responsibilities:
Spends the majority of their time supervising, communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Directs and supervises staff and provide technical guidance for the District’s Traffic Management Centers.
Meets regularly with employees to assign work, establish work objectives and timelines to ensure working objectives are met. Evaluates employee’s performance, during established time frames, throughout the year and at formal review periods. Motivates and trains and/or ensures required training is available for staff. Communicates regularly with direct reports, both individually and in staff meetings. Ensures that all the paperwork required for processing pay documents and personnel matters, including performance appraisals, disciplinary actions, filing vacant positions and separations, are completed accurately and processed in a timely manner.
Supervises and coordinates all Florida Department of Transportation (FDOT) efforts to report and resolve traffic incidents, consistent with State and District policies and procedures, including but not limited to the 511 Traveler Information System, and the approved Standard Operating Plan and Standard Operating Guidelines for the Regional Transportation Management Center (RTMC) and Satellite Traffic Management Center (STMC) to ensure proper oversight of the Operations contractor and proper coordination between the two traffic management centers. Oversees the District Traffic Incident Management Program including Road Rangers, Rapid Incident Scene Clearance (RISC) contracts and TIM team coordination to ensure proper coordination of incidents and operations of the state highway system.
Supports development of the Department's Transportation Systems Management & Operations (TSM&O) program at the district, regional and statewide levels. Includes participating on task teams and providing input on business/strategic plans. Provides support during project implementation phases. Includes attendance at project meetings; interaction with project CEI (Construction Engineering and Inspection) personnel, contractors, vendors and Federal Highway Administration (FHWA); and participation in project acceptance testing. Develops TSM&O trend analysis and reporting capabilities. Ensures that robust and scalable solutions are implemented using a variety of internal and external data sources on a program level.
Develops and programs Freeway Management System (FMS)/Arterial Management System (AMS) projects that facilitate operation of freeway/arterial management systems and incident management. Develops project Requests for Proposals (RFPs), technical specifications and concept plans. Identifies and programs project-related design and construction related resources.
Perform engineering review and analysis, develop engineering reports and associated documents (work orders, systems engineering documents, concept of operation plans, benefit/cost analysis, etc.) This includes field assessments, applying engineering principles and judgment to identify operational and safety deficiencies and appropriate remedial action. Coordinate with Department staff, affected external agencies and customers as required. Ensure coordination of resources necessary to implement remedial action.

Other Job-Related Requirements:
This position requires a Level II Background check in accordance with the Statewide Law Enforcement Radio System (SLERs) requirements and section 282.709, Florida Statutes. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT). Responsible for adhering to the provisions and requirements of Section 215.422, F.S., related State Comptroller’s rules, and Department of Transportation ‘s invoice processing and warrant distribution procedures.
