Job Opportunity Stantec offers a wealth of technical knowledge and a strong understanding of federal, state, and local regulations. This Environmental Services team seeks a Regulatory Specialist experienced within the energy sector. You will be an integral part of our North American network, supporting technical regulatory work, developing project deliverables, and helping drive project success. Key Responsibilities Identify project‑specific environmental regulatory requirements. Complete desktop reviews to determine environmental constraints and draft summary documentation. Coordinate state, federal, and local government approvals, including required studies, reports, and final submittals. Prepare environmental permit applications, gather supporting documentation, conduct assessments, and coordinate comment responses with agencies. Write and review technical reports. Coordinate the preparation, review, and editing of technical documents such as permit applications, Certificate of Public Convenience and Necessity (CPCN) applications, and other technical reports. Support public outreach for projects, including development of graphic representations, project literature, and mass mailings to adjacent landowners. Attend public meetings in support of the project, which may include presentations on study and permit acquisition status. Manage tasks and project budgets, onboard and manage sub‑consultants, and coordinate with clients and internal project staff. Perform, review, and oversee project technical work. Coordinate, conduct, and/or lead field work as necessary. Ensure QA/QC and health and safety requirements and procedures are identified and followed during the project life cycle. Communicate and collaborate with Stantec Environmental Services and other Business Lines to ensure consistency in project execution. Assist in the development of new project proposals as needed. Capabilities & Credentials Demonstrated experience with local, Commonwealth of Virginia, State of North Carolina, and federal environmental regulations, licensing, and permitting within the utility sector, specifically electric transmission and/or generation. Specific experience with Section 404 Clean Water Act, Section 10 Rivers and Harbors Act, Section 7/10 Endangered Species Act, Section 106 National Historic Preservation Act, Virginia Water Protection permits, subaqueous bottom permits, North Carolina Section 401 permitting, CPCN applications and licensing, NEPA, surface water classifications, erosion control, SWPPPs and Construction General Permits (CGP). Experience with Maintenance of Traffic (MOT) plans, coordination with VDOT, NCDOT, Railroad, FAA, Bald and Golden Eagle Protection Act, and Virginia municipal special use permits is a plus. Ability to identify and solve problems using critical thinking and to complete work with consideration for safety. Attention to detail, strong verbal and written communication skills, and the ability to prioritize and multi‑task between multiple project managers. Work with initiative, professionalism, confidentiality, and the ability to work independently in a dynamic environment. Flexible schedule availability, including occasional evening meetings across time zones. Strong networking skills and the ability to build and maintain productive professional relationships. Proficiency in MS Office products. Valid driver’s license and satisfactory driving record required. Education & Experience Bachelor’s degree in Environmental Science, Environmental Studies, Planning, Engineering, or a related field. Minimum six years of related experience, or an equivalent combination of education (e.g., advanced degree) and experience. Project and task management experience is preferred.
