LEAD HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS)

Job Title This job is located in San Diego, CA and requires a Secret Polygraph. Job Description Duties include: Working under the Supervisory Human Resources Specialist (Labor and Employee Relations). Explaining action items, projects, and program issues to team members. Distributing assignments among team members based on workflow, skill level, and specialization. Maintaining administrative reference material, policies, procedures, and written instructions. Reviewing and issuing guidance to resolve unfair labor practice charges and complaints. Analyzing complex and sensitive problems involving conflicting laws or other requirements. Leading a team to provide advisory and consultative services on complex matters related to conduct, performance, attendance, dispute resolution, and labor relations. Requirements Conditions of employment include: Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate: Ensuring that appropriate advice and assistance is provided in the areas of disciplinary actions, adverse actions, grievances, employee counseling, employee performance management and rewards, leave administration, and related functions. Advising on labor relations issues within organizations with a wide variety of occupations and significant employee issues such as standby, overtime, shift, and environmental pay issues. Applying a wide range of human resource management theories, concepts, principles, laws, rules, regulations, precedents, and procedures related to employee and labor relations to advise, identify interrelated problems, draw conclusions and recommend appropriate courses of action. Establishing and maintaining effective relationships with managers and supervisors as well as gain confidence and cooperation of managers and supervisors on difficult/sensitive issues.
