Join Self-Help Enterprises as a Senior Project Manager in Multifamily Real Estate Development and help guide affordable housing communities from initial concept and site evaluation through financing, design, construction, and completion. In this role, you will combine project management, financial analysis, relationship-building, and problem-solving to help expand access to quality affordable housing throughout the San Joaquin Valley.

The role requires a strong understanding of the full affordable housing development process, sound judgment, and the ability to effectively represent SHE with a wide range of internal and external stakeholders.

Depending on the selected candidate’s education, experience, and demonstrated capabilities, the position may be filled at the Project Manager 1, Project Manager 2, or Senior Project Manager level.

• Evaluate potential sites for affordable multifamily housing development, including market conditions, site constraints, development feasibility, and community needs, and independently assess project feasibility, development risks, financing considerations, and potential mitigation strategies.
• Lead and manage site acquisition activities, due diligence, environmental review, risk assessment, and other predevelopment requirements.
• Prepare and maintain complex development budgets, financing proformas, operating projections, project schedules, and financial analyses, including sources and uses, cash flow projections, funding gaps, development assumptions, and scenario analyses throughout the development process.
• Identify and pursue project financing from sources such as Low-Income Housing Tax Credits, public funding programs, grants, loans, and other affordable housing resources, and develop financing strategies that address project feasibility, funding requirements, and long-term affordability.
• Lead funding applications and manage financial closings, lender and investor requirements, and related documentation.
• Lead and manage the entitlement, planning, design, permitting, and approval processes in collaboration with public agencies and project consultants, including resolving complex regulatory, land-use, design, and development issues.
• Lead the selection and management of architects, engineers, general contractors, and other professional service providers, including negotiating scopes of work, monitoring contracts, and evaluating consultant and contractor performance.
• Monitor and manage project budgets, schedules, contracts, funding requirements, and key development milestones; identify variances and emerging risks; and develop and implement corrective strategies as needed.
• Manage projects throughout construction, including construction budgets, contingencies, change orders, payment applications and draws, cost-to-complete projections, construction schedules, contracts, and funding requirements; coordinate with contractors, architects, construction managers, lenders, investors, and internal staff to resolve issues affecting cost, schedule, quality, or compliance.
• Maintain and apply a comprehensive working knowledge of affordable housing development programs, financing requirements, and applicable federal, state, and local regulations, and evaluate their impact on project feasibility, design, construction, financing, and operations.
• Maintain effective communication among internal departments, development partners, consultants, contractors, public agencies, lenders, investors, and other stakeholders, and lead multidisciplinary project teams through complex development decisions and challenges.
• Represent SHE and present affordable housing developments to city councils, boards of supervisors, planning commissions, governing boards, community groups, public agencies, lenders, and other stakeholders; clearly communicate complex financial, development, construction, and regulatory information; and respond effectively to questions and concerns about proposed developments.
• Lead project completion, cost certification, and permanent loan conversion; support lease-up; and facilitate the transition of completed developments to Property Management and Asset Management.
• Prepare and present reports, presentations, funding updates, project recommendations, financial analyses, and other project documentation for internal and external stakeholders, including executive leadership and governing bodies.
• Manage multiple complex affordable housing developments simultaneously, while ensuring accuracy, regulatory compliance, financial performance, budget and schedule adherence, risk management, and timely completion. Identify and resolve complex development, financing, construction, regulatory, and project management issues with sound judgment and a high degree of independence.
• Provide technical guidance, project knowledge, and support to other project management staff and serve as an internal resource on affordable housing development, financing, construction, and regulatory requirements.

Must Haves:

• Extensive experience managing affordable multifamily housing developments through all phases of the development process, including feasibility, acquisition, financing, entitlements, design, construction, lease-up, and closeout, with deep knowledge of real estate development and a proven ability to independently manage and advance complex affordable housing development projects.
• Advanced knowledge of affordable housing finance and funding programs, including Low-Income Housing Tax Credits, public funding sources, construction and permanent financing, tax credit equity, and related lender, investor, and regulatory requirements.
• Demonstrated experience developing, analyzing, and managing complex development budgets throughout a development#39;s life cycle.
• Demonstrated construction management experience, including oversight of construction budgets, contingencies, change orders, payment applications and draws, construction schedules, and coordination with contractors, architects, lenders, and other project partners.
• Strong working knowledge of federal, state, and local affordable housing regulations and funding requirements, and the ability to interpret and apply regulatory requirements throughout the development process.
• Strong project management and organizational skills, with the ability to manage multiple complex projects and meet competing deadlines, while independently maintaining accountability for project budgets, schedules, financing requirements, regulatory compliance, and key deliverables.
• Demonstrated ability to identify complex development, financial, construction, and regulatory challenges; evaluate options; assess project impacts and risks; make recommendations; and develop practical, creative solutions.
• Strong written and verbal communication skills, including the ability to communicate effectively with technical and nontechnical audiences, and present complex development and financial information clearly to executive leadership, governing bodies, public agencies, community stakeholders, lenders, and investors.
• Demonstrated experience making public presentations and representing an organization before city councils, boards, commissions, community groups, or other public bodies.
• Ability to build productive working relationships with public agencies, consultants, contractors, financial partners, community organizations, and internal teams, and effectively lead multidisciplinary teams and external partners through complex projects.
• Ability to work with a high degree of independence and exercise sound professional judgment while also working effectively as part of a collaborative team.
• Proficiency with Microsoft Office applications, particularly Excel, Word, Outlook, and PowerPoint, including advanced Excel skills sufficient to develop, analyze, and manage complex development proformas and project budgets.
• A bachelor’s degree from an accredited college or university in real estate development, finance, business, planning, construction management, public administration, or a related field; relevant professional experience may substitute for the education requirement.
