Compliance Analyst Company: Inland Respite, Inc. Department: Compliance Classification / Level: Non-Exempt Reports To: Compliance Manager Schedule: Full-Time | Monday-Friday, 8:00 AM-5:00 PM Work Environment: Hybrid | Periodic travel throughout Southern California Position Scope The Compliance Analyst supports the agency's compliance program by monitoring operational practices, reviewing policies and procedures, conducting compliance reviews, and investigating potential compliance concerns. This role helps ensure adherence to applicable federal and state regulations, California Regional Center requirements, Department of Developmental Services (DDS) regulations, vendorization standards, and agency policies. The Compliance Analyst works closely with operational leadership, People Operations, Quality Assurance, and program staff to identify compliance risks, recommend corrective actions, and promote a culture of ethics, accountability, and regulatory compliance. Essential Duties and Responsibilities Conduct routine compliance reviews and audits of agency operations, documentation, and service delivery practices. Monitor day-to-day operational activities for compliance with internal policies, regulatory requirements, and contractual obligations. Review client, employee, and vendor records to ensure completeness, accuracy, and compliance with applicable standards. Assist in preparing for internal audits, Regional Center reviews, DDS audits, and other regulatory inspections. Track audit findings and corrective action plans through completion. Review, update, and maintain agency policies and procedures to ensure regulatory compliance and operational effectiveness. Research regulatory changes and recommend necessary policy modifications. Support policy communication and implementation efforts across departments. Investigate reports of potential compliance violations, policy breaches, misconduct, fraud, abuse, neglect, privacy concerns, or regulatory non-compliance. Gather and analyze relevant documentation, interview involved parties, and document findings. Prepare investigation summaries and recommendations for leadership review. Maintain knowledge of applicable laws and regulations including California Department of Developmental Services (DDS) requirements, Regional Center vendor requirements, HIPAA and confidentiality regulations, California labor and employment-related compliance requirements, etc. Maintain integrity and security of confidential and protected information related to consumers, families, employees, applicants, vendors, and agency operations. Perform all job duties in compliance with applicable federal and California privacy laws and regulations, including the California Consumer Privacy Act (CCPA), as amended by the California Privacy Rights Act (CPRA), the Health Insurance Portability and Accountability Act (HIPAA), when applicable, Title 17 regulations, and agency privacy, confidentiality, records management, and information security policies. Promptly report any actual or suspected privacy or security incidents in accordance with agency policies and procedures. Ensure compliance with applicable Title 17 regulations, California Department of Developmental Services (DDS) requirements, Regional Center directives, contractual obligations, and agency policies and procedures. Monitor regulatory updates and communicate compliance implications to leadership. Assist in developing and delivering compliance-related training programs. Provide guidance to staff regarding policies, procedures, and regulatory expectations. Prepare compliance reports, audit summaries, investigation findings, and trend analyses. Maintain accurate compliance records and documentation. Track compliance metrics and identify patterns or emerging operational risks. Assist leadership with regulatory reporting requirements. Perform other job‑related duties and special projects assigned to support departmental operations, organizational objectives, and the individuals and families served by the agency. Secondary Duties Assist with special projects or administrative tasks as assigned. Participate in training and department-wide initiatives. Maintain professional relationships with Regional Centers, community partners, and other stakeholders. Education, Experience and Skills Required Qualifications To perform this job successfully, the individual in this position must be able to perform each essential duty satisfactorily. Maintain consistent and regular attendance and be self‑motivated. The requirements listed below are representative of the minimum knowledge, skills, abilities, certifications, and educational experience required. Required Bachelor's degree in Healthcare Administration, Business Administration, Social Services, Compliance, or a related field required. Minimum 2-3 years of experience in compliance, quality assurance, auditing, healthcare, human services, social services, or a related field. Experience conducting investigations, audits, or compliance reviews preferred. Knowledge of compliance principles, auditing techniques, and risk management practices. Understanding of California Regional Center operations and DDS regulations preferred. Strong investigative and analytical skills. Ability to interpret regulations, policies, and contractual requirements. Ability to maintain confidentiality and exercise professional judgment. High level of accuracy, attention to detail, and accountability. Technologically proficient with Microsoft Office, cloud-based systems, and EHR platforms. Excellent written and verbal communication skills. Excellent organizational and time management skills. Must possess reliable transportation, maintain a valid driver's license and automobile insurance, and be able to travel throughout the assigned service area to attend offsite meetings. Certifications, Licensure & Registration Possess and maintain a valid driver's license and valid auto insurance. Language Skills Ability to read and understand correspondence and memos. Ability to effectively communicate through written and verbal language. Ability to effectively present information in one-on-one and small group situations to employees of the organization in a professional manner. Bilingual in English and Spanish is required due to the communication needs of the families served. Reasoning Abilities Ability to evaluate situations and make complex decisions using critical thinking and reasoning. Environmental Requirements Must be able to work indoors and outdoors covering a variety of situations. The position requires frequent sitting, computer use, telephone communication, occasional standing, walking, bending, reaching, and driving to consumer homes. This position works in a hybrid environment, including office setting and virtual meetings. Scheduling and Availability This is a full-time, non-exempt position. Typical working hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with a one-hour unpaid meal period. Occasional overtime may be required based on business need and will be compensated in accordance with applicable federal and California wage and hour laws. Physical Requirements Prolonged periods of sitting at a desk and working on a computer. Ability to prepare and review written documentation and communicate effectively verbally and in writing. Must be able to lift up to 25 pounds at times. Must be able to work across different locations. Periodic travel throughout Southern California required.
