Job Description and Duties

Under direction of the Information Technology (IT) Supervisor II of the Data Evaluation and Analysis Unit, the IT Specialist I serves as the lead technical and analytical staff person responsible for developing and maintaining a strategic plan for the Special Education Division’s data collections. The incumbent leads business process analysis efforts, develops functional and technical requirements for new and modified data collection systems, and applies advanced Structured Query Language (SQL) and SAS Enterprise skills to extract, transform, validate, and report special education data. The incumbent supports the Division’s federal reporting obligations under the Individuals with Disabilities Education Act (IDEA), including EDFacts and State Performance Plan/Annual Performance Report (SPP/APR) submissions, as well as state monitoring and compliance activities.

Effective July 1, 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

HYBRID

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and working a minimum of 2 days per week in the office.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated business process analysis skills, including process mapping, requirements elicitation, and documentation of functional and technical requirements.
• Strong technical proficiency in SQL for querying, joining, transforming, and validating large relational datasets.
• Strong proficiency in SAS Enterprise (SAS Enterprise Guide/Base SAS) for data processing, statistical summarization, and report generation.
• Knowledge of relational database concepts, data modeling, and ETL principles.
• Familiarity with federal IDEA reporting (EDFacts, SPP/APR) and special education data, or demonstrated ability to learn complex program data requirements quickly.
• Knowledge of the CA Longitudinal Pupil Achievement Data System or comparable statewide longitudinal data systems is highly desirable.
