Role Summary

• We are looking for a senior Solution/Integration Architect with experience integrating analytics, AI, or decision-support solutions with enterprise government/HHS applications.
• The candidate will own the technical architecture and integration strategy between the proposed advanced analytics/ML solution and DCF's existing Integrated Eligibility System.
• This individual is particularly important because Sections 5.4.5 and 5.4.6 require demonstrated experience integrating analytics/AI with enterprise eligibility, case-management or HHS systems and collaborating with incumbent government system vendors/system integrators.

Key Responsibilities

The candidate should lead:

• Overall solution architecture.
• Integration architecture.
• Interface/API design.
• Data-flow architecture.
• Data mappings and transformation requirements.
• Service/interface specifications.
• Integration with existing eligibility workflows.
• Technical coordination with DCF's incumbent Integrated Eligibility System vendor.
• Identification of:
• Integration points
• Interfaces
• Dependencies
• Data exchanges
• Security requirements
• Technical risks
• API and service design.
• Authentication and authorization architecture.
• Data-security integration.
• Environment and deployment architecture.
• Integration testing.
• Defect remediation.
• Production-readiness planning.
• Release/deployment coordination.
• Technical documentation.
• Support for UAT and operational readiness.
• Integration of:
• Recommendation services
• Analytics services
• Dashboards
• Reporting functionality
• Collaboration with data engineers, ML specialists, application developers, security teams, QA, and business SMEs.
• The SOW requires technical resources supporting interface specifications, data mappings, API requirements, testing scripts, defect remediation and deployment support.

Mandatory Experience

• 10+ years enterprise technology experience; 5+ years solution/integration architecture.
• Candidate should demonstrate:
• Enterprise application architecture.
• Systems integration architecture.
• API/service integration.
• Data integration.
• Complex enterprise systems.
• Experience working with incumbent/third-party system integrators.
• Experience integrating analytics, ML, AI, reporting, or decision-support capabilities into enterprise applications.
• Experience in government, HHS, healthcare, case management, eligibility, or another regulated environment.

Highly Preferred Experience

• Candidates should be prioritized if they have experience with:
• Integrated eligibility systems.
• SNAP/Medicaid/TANF eligibility systems.
• State HHS platforms.
• Benefits administration.
• Case-management systems.
• Government system integrators.
• Real-time or near-real-time analytics integration.
• Decision-support recommendation engines.
• REST APIs / microservices.
• Cloud integration.
• Secure government system integration.
• Technical Skills

Relevant skills may include:

API architecture, REST/JSON, microservices, integration platforms, event-driven architecture, ETL/ELT, SQL, data mapping, IAM, OAuth/OIDC, cloud architecture, API gateways, data encryption, logging/monitoring, integration testing, DevSecOps and enterprise architecture methodologies.
