Stormwater Compliance Coordinator (Water Services Project Coordinator) The Water Services Department is seeking a Stormwater Compliance Coordinator (Water Services Project Coordinator). The position reports to the Environmental Programs Manager and is responsible for managing the Stormwater Section and overseeing the Arizona Department of Environmental Quality (ADEQ) Municipal Separate Storm Sewer System (MS4) permit. Responsibilities Manage staff Apply and assess rules and regulations for WSD and the City Develop policies and procedures Prepare reports Evaluate effectiveness of public outreach Perform specialized project management and apply enforcement activities as necessary for program oversight Cooperate with other departments to ensure MS4 permit compliance (e.g., Streets Department, Office of Environmental Programs, Public Works, Law, and other WSD sections) Qualifications Ideal candidate : Strong organizational skills to manage multiple tasks, prioritize at short notice, and meet regulatory reporting deadlines Knowledge of Clean Water Act regulations, specifically Municipal Separate Storm Sewer Systems Understanding of City of Phoenix codes and stormwater management requirements Technical writing and review capabilities (e.g., policies, procedures, rules, and reports) Minimum Qualifications Five years of professional experience in a water and wastewater utility, including supervisory experience Bachelor's degree in business administration, engineering, or a closely related field Other combinations of experience and education that meet the minimum requirements may be substituted All finalists subject to a criminal background check Preferred Qualifications Experience writing and applying policies, procedures, code, rules, or regulations related to stormwater management, water quality, and/or wastewater compliance Experience identifying training needs and developing or implementing tailored training and development programs Experience conducting and evaluating data collection and metric development Direct supervisory experience in stormwater, wastewater, or water quality compliance Experience conducting and evaluating outreach programs Management or supervisory experience in a large municipal environment Field experience related to stormwater management programs Salary & Benefits Pay Range: $84,468.80 - $118,872.00 annually. Hiring Range: $84,468.80 - $113,193.60 annually.
