Public Benefits Specialist – Entry | Bilingual Preferred – English/Chuukese Description The Oregon Department of Human Services is hiring a Public Benefits Specialist to work in our Southeast Portland office on Malden Street. The role serves as the primary point of contact for Oregonians seeking assistance with Oregon’s self‑sufficiency programs, providing in‑person, telephone, and email support throughout the eligibility application process for ODHS, OHA, and DELC programs. Responsibilities Serve as the first face of contact in field offices, creating a welcoming environment for individuals and families. Support day‑to‑day office operations and schedule intake appointments for Oregonians seeking assistance. Provide assistance via phone, email, and in‑person, answering questions and guiding clients through the eligibility application process. Handle high‑volume data entry, verify application information, and prepare necessary documents. Assist clients using a trauma‑informed approach, offering professionalism, empathy, and compassion. Maintain confidentiality and safeguard sensitive information. Use digital platforms such as Microsoft Word, Excel, email systems, and online search tools to support clients. Perform optional financial desk responsibilities as required. Minimum Qualifications Two years of customer‑service experience in a reception area or call center handling high‑volume work (e.g., data entry, application verification). Or an associate degree in Behavioral Science, Social Science, or a related field AND at least six months of reception or call‑center experience; or an equivalent combination of education, training, and experience. Essential Attributes Extensive front‑line customer‑service experience in a high‑volume environment. Ability to adapt communication styles to explain complex rules and procedures in plain language. Experience working with individuals facing financial or emotional hardship. Accurate data entry and verification skills. Proficiency with Microsoft Office, email, and online research tools. Bilingual in English and Chuukese preferred; additional languages valued. Working Conditions The position follows a traditional Monday‑Friday work week. Employees will work in a storefront office with frequent public interaction, high‑volume computer work, and shifting priorities that require flexibility.
