Systems/Business Analyst

Business/Systems AnalystA Business/Systems Analyst is required to work in Government Center area on behalf of the Client during all phases of the system development lifecycle (SDLC) to support interfaces to Client. Among other things, the System Analyst will be responsible for the following:Understand and apply Federal and Commonwealth data security and privacy regulations and guidance to exchanges of data as appropriate.Develop test cases and participate in system testing.Work with technical staff during interface development and deployment to ensure compliance standards are met.Understand and assess current Data Use Agreements (DUAs), Memoranda of Understanding (MOU), Interagency Service Agreements (ISAs), and other agreements that exist governing the exchange and use of data. This support will range from explaining how the interface will work, what data will be exchanged, how the data will be used, how the data will be protected, who will use the data, and more.Serve as the project expert and go-to person for Client.QualificationsBachelor’s degree in computer science or information systems or equivalent education/work experience3-6+ years of experience in business analyst techniquesExpert knowledge of systems and/or business analysis/design concepts3+ years of experience working in Desktop/Intranet and web environmentsMust be self-motivated, well organized and have strong innovation and facilitation skillsProven oral and written communication skills; excellent business presentation skills; ability to work independentlyProficient in English grammar, usage, mechanics and compositionAbility to effectively use MS Office tools, including Visio, Project, Word, Excel, MS Access and PowerPointAbility to effectively utilize external vendors and resources throughout the organizationDemonstrated success at building team relationships and partnerships across organizational linesExperience in SQL, Clear-Quest, and Test Manager reporting tools a plusA thorough understanding of relational databases and data models
