We are seeking an experienced Program Manager II – Health IT Fund Contract Administrator for a high-profile healthcare technology initiative supporting rural healthcare providers throughout Rhode Island.

This is an excellent opportunity for a healthcare administration, public health, finance, or program management professional who enjoys managing complex contracts, overseeing significant grant funding, working with healthcare technology initiatives, and collaborating with multiple stakeholders.

The initial project is expected to last approximately one year, with the possibility of an extension for up to four additional years .

The position offers an attractive 35-hour workweek and flexibility to work fully remotely or on a hybrid schedule of three days in the office and two days remote .

Position Overview

The Program Manager will serve as the Contract Administrator for a major Health Information Technology Fund initiative designed to strengthen technology infrastructure among rural healthcare providers.

The program is expected to distribute more than $10 million annually to eligible healthcare providers through a competitive application and award process.

The successful candidate will oversee the contracted Fund Administrator, monitor program milestones and deliverables, review invoices and expenditures, ensure compliance with federal grant requirements, and assist in evaluating provider funding applications.

This position works closely with senior healthcare, policy, technology, and program leadership while exercising considerable independent judgment and initiative.

There are no direct supervisory responsibilities ; however, the Program Manager will provide significant oversight of a high-value contract and ensure that required deliverables are completed accurately, professionally, and on schedule.

Key Responsibilities

• Actively monitor the contract with the selected Health IT Fund Administrator, ensuring compliance with contract terms, timelines, milestones, and deliverables.
• Review and process invoices and monitor significant program expenditures for compliance with federal/CMS grant requirements.
• Track program budgets, expenditures, documentation, and fiscal reporting.
• Review healthcare provider funding applications for eligibility, appropriateness, and potential duplication with other funded initiatives.
• Coordinate with internal program teams to ensure alignment across related healthcare initiatives.
• Participate in cross-functional meetings involving healthcare, technology, finance, policy, and program stakeholders.
• Facilitate internal and external communications regarding funding opportunities and program requirements.
• Provide subject matter knowledge regarding practical applications of health information technology for healthcare providers.
• Assist in evaluating technology projects involving telehealth, remote patient monitoring, healthcare software, interoperability, population health, patient management systems, artificial intelligence, and other emerging healthcare technologies.
• Monitor implementation milestones associated with funded projects.
• Collect, review, and monitor outcomes data submitted by the Fund Administrator and healthcare organizations receiving awards.
• Ensure appropriate documentation is maintained to support grant, fiscal, program, and audit requirements.
• Help ensure funded projects align with established healthcare transformation goals and priorities.

Health IT Fund Areas

Funding will generally support projects within three major categories:

Healthcare Equipment
Technology supporting currently billable healthcare services, including telehealth equipment, remote monitoring devices, and other approved clinical technology.

Healthcare Software & System Enhancements
Upgrades and enhancements to existing systems that improve interoperability, population health management, patient management, care coordination, and related healthcare capabilities.

Innovation & Artificial Intelligence
Evidence-supported healthcare technology, including AI-assisted documentation, clinical decision-support tools, and other innovative solutions with measurable outcomes.

Qualifications

The ideal candidate will bring a combination of healthcare administration, financial management, contract oversight, program management, and health information technology knowledge.

Successful candidates should have experience with several of the following:

• Healthcare administration or healthcare program management
• Contract administration, oversight, and vendor management
• Fiscal management and review of high-dollar invoices and expenditures
• Federal or state grant compliance
• Program and project management
• Healthcare policy, public health, or public administration
• Health information technology
• Healthcare interoperability and data-sharing concepts
• Grant-funded healthcare initiatives
• Documentation, reporting, and audit requirements
• Cross-functional project coordination
• Stakeholder communication and facilitation
• Rural healthcare programs or an understanding of the challenges facing rural healthcare providers

Candidates should be highly organized, comfortable managing multiple priorities and documentation requirements, and capable of working independently in a professional, deadline-driven environment.

Education & Experience

Bachelor's degree preferred in one of the following or a closely related field:

• Healthcare Administration
• Health Policy
• Public Policy
• Public Health
• Finance
• Business Administration
• Health Information Technology
• Licensed Health Profession

Candidates should also possess significant professional experience involving contract oversight, fiscal management, healthcare administration, health policy, public health, program administration, or related responsibilities .

An equivalent combination of education and relevant professional experience will also be considered.
