Job Information Pay Range: $41.45 - $50.97 Hourly Department: Department of County Human Services (DCHS) Job Type: Regular Represented Exemption Status: United States of America (Non-Exempt) Closing Date: July 30, 2026 Overview The Clinical Services Specialist increases equitable access to quality of life supports and resources for individuals with intellectual and developmental disabilities by facilitating determinations and redeterminations. These entryway services emphasize awareness, access, choice, and community inclusion for individuals seeking case management services. The services provided are person‑directed, community and family inclusive, culturally and linguistically responsive, and support clients to make informed decisions based on their goals. Responsibilities Provide direct assessment of individuals referred to the I/DD program, including those impacted by physical, developmental, neurological, and mental health conditions. Conduct interviews of applicants, review statewide requests for eligibility, and perform determination, clinical record review, and consultation with licensed professionals (psychologists, social workers, medical doctors). Complete comprehensive record review of all developmental, educational, mental health, and medical records. Document record review and provide clinical rationale for how an individual meets DSM‑5 diagnostic and ORA criteria for qualifying neurodevelopmental disorders. Document comorbid conditions and clinical impressions regarding their impact on functioning. Assist and consult with care teams, family members, mental health providers, law enforcement, adult protective services, and community partners in navigating complex service systems, facilitating education on complex medical and psychological terminology and reports. Provide eligibility peer support to other CDDR Clinical Service Specialists. Provide critical case review consultation and support to community partners including CDDP case managers, brokerage PAs, and other connected systems such as child welfare, Oregon Health Authority, behavioral health, school, medical and psychiatric facilities, law enforcement, detention centers, pediatric specialists, children’s wrap‑around programs, and Department of Corrections. Oversee clinical aspects of applicant eligibility determinations or redeterminations in adherence with OAR timelines. Maintain documentation related to eligibility determinations, including progress notes of the intake process in accordance with the OAR, and prepare data and reports upon request. Participate in basic training sequences as outlined in the Oregon Administrative Rules. Complete a minimum of 20 hours per year of department‑sponsored training or other training in the areas of intellectual or developmental disabilities. Complete continuing education units required for individual licensure. Minimum Qualifications Master’s Degree in behavioral science, social science, psychology, social work, or a closely related field. Two (2) years of human services–related experience assisting people and groups with economic disadvantages, employment, abuse and neglect, substance abuse, aging disabilities, prevention of health, cultural competencies, or housing services. Demonstrated ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values. Must pass a background check. Preferred Qualifications Transferable skills gained through education, work experience (including military), or life experience relevant to this position. Additional Information Hybrid Telework: The position is designated as hybrid telework, requiring a combination of remote work from home and in‑person attendance at the onsite location.
