DescriptionAs the Vice President of East Region Development, you will lead a team that is driving the creation of Scout’s East Region U.S.-based renewable energy projects through mid- to late development phases. You will be responsible for your team’s delivery of profitable projects that meet all project milestones. Team Leadership and Culture Cultivate and retain a productive and high functioning team of developers with diverse skillsets and a range of abilities while providing leadership and mentorship in all skills necessary for team success. Champion a culture of execution, ownership, and accountability that enables Scout to deliver on its business plan. Model and reinforce company values through day-to-day decision making, fostering open communication and respect while empowering team members to tackle complex problems. Approve and secure resources to support relevant training and professional development needed for all team members, as identified by your Director(s). Address issues and concerns raised by junior staff. Empower your staff by utilizing your knowledge, tools, network connections, savvy, and prior experience to develop creative solutions to issues that threaten the future of Scout's success at the project and regional level. Secure resources as needed. Identify and elevate to more senior staff issues that affect the broader business. Ensure implementation of agreed-upon resolution. Develop, implement, and oversee cross-functional processes to optimize Scout's resources at each stage of the Tier structure. Build trust, transparency, and strong interdepartmental cooperation as core drivers of company growth. Accountable for development and implementation of standard guidance for project hand-off from one stage of development to the next project phase, (e.g., Development, Construction, M&A), ensuring collaboration with counterparts on adjacent teams. Creates a team culture that enables and celebrates the use of technology to facilitate project management, simplifies inter-departmental cooperation, and streamline reporting that informs project and portfolio strategy. Advancing Scout Establish the foundation for Scout to be a preferred partner in the region, to position Scout for success at both the project and regional level, to identify and develop plans for addressing the biggest challenges to Scout's success in the region. Confidence and ability to address senior management, Brookfield counterparts/stakeholders, and cross-functional teams with the right level of detail. Anticipate how your team's goals fit into broader corporate strategy and translate that into a strategic plan that has the support of senior management and your team. Meet all internal administrative requirements for individual, team, and company-wide improvement. Secure necessary approvals for the project development strategy and tactics appropriate for your team's geography/phase of project development; this includes making the business case and bringing all the right stakeholders on board. Ensure implementation aligns with existing frameworks or secure support/approval to change existing frameworks. Act as the final department-level reviewer for key project-based decisions and translate complex project details into clear, decision-ready materials for executive audiences. Encourage and enable inter-departmental cooperation necessary to advance projects, including (but not limited to) process improvement, clarification of decision authority, and productive feedback loops. Participate in Senior Leadership activities, including leadership development, work groups, and other activities to support company performance. Portfolio Management Secure approval for your department's portfolio-and project-level budgets with a focus on project profitability and alignment with Scout's anticipated development timeline. Approve and present reporting of project and portfolio timeline, budgets, and documentation. Secure approval for and oversee the implementation of risk management frameworks and processes to provide opportunities to identify, assess, and mitigate risks and add value to projects.. Frequency should align with overall Scout investment strategy. Contract Management: Resolve the most complex issues with contractor relationships and direct overall contractor strategy, including establishing relationships with strategic contractors for the team. Accountable for development of and adherence to portfolio-wide standards for engagement with contractors to create efficiencies while respecting the unique characteristics of individual projects. Design strategic solutions for complicated terms and conditions. Ensure contract review and administration are consistently managed across your portfolio; establishes clear expectations for approval of contracts within your Delegation of Authority Limits. Final review and approval of contracts and expenditures within your Delegation of Authority limits through the AP system. Ensure proper approval of expenditures for contracts and vendor authorization in line with company Procurement processes. For approvals above your limits, ensure proper Risk Committee or Board approvals before contracts are executed. Finance and Commercial Matters Oversee the development and refinement of Development-appropriate tools to assess the financial feasibility of a project at regular intervals. Create strong relationships and processes with the Finance & Accounting teams to create a foundation for straightforward collaboration. Strong skills in working through financial model inputs and identifying flaws. Develop innovative approaches to resolving complex commercial matters in Scout's favor. Create new business models / strategies that advance your project(s) and Scout. Collaborate with the M&A team to implement and refine processes and tools for working with the M&A team to ensure timely completion of due diligence. Provide input to M&A team on strategic M&A opportunities within your region and/or dynamics that will lead to strategic M&A opportunities. Provide input on complex due diligence matters elevated by your team members. Collaborate with Internal SMEs Establish strong relationships with peers on other teams at Scout, develop systems where possible and creative custom solutions as needed, and disseminate information about them to relevant team members. Work together with other teams at Scout to achieve collective success. Partners proactively with fellow VPs across the Development organization to share lessons learned, surface emerging risks, and align on best practices, ensuring consistency in decision-making and preventing duplicated effort or siloed problem-solving. Establish and maintain a strong working relationship with the Real Estate team to advance real estate strategy, processes, and procedures within your team. Identify and develop strategies for addressing common and/or impactful issues with real estate and stakeholder relations issues. Participate in strategic planning, troubleshooting, and resolution of conflicts with key landowners, community members, and community leadership needed to advance projects. Collaborate with your team, other Development teams, and the Resource Assessment and GIS team to ensure access to needed resources to maximize use of mapping tools (e.g., training, SMEs, software). Establish frameworks for working with Procurement, Construction and Operations teams to stay informed on changing fundamentals of these areas and keep team informed on this information. Permitting, Tax and Studies Secure resources to develop tools that institutionalize knowledge about federal, regional, and location-specific permitting and tax requirements in project- and portfolio-level decision making; support team's ability to meet requirements in priority locations. Secure resources to ensure favorable resolution of complex permitting and tax abatement issues. Collaborate across teams to establish and integrate proven practices for permitting and tax abatement. Work with Director-level staff to shape relevant negotiating strategies. Oversee your team's work with internal team and external consultants to improve studies and ensure team is using industry best practices and innovative methods to better understand the risks and opportunities associated with each project and transfer this knowledge to the team. Ensure implementation of strategies based on competitive landscape Engineering Design, Construction, Interconnection, SMEs Maintain a framework for working with the Interconnection team to create tools that streamline the Development team's access to interconnection-related information. Accountable for development and adherence to a process to secure needed reviews and approvals of site and system design at critical points in development. RequirementsA Bachelor’s degree from an accredited college program. 10+ years of wind development experience. Considerable experience leading mid- to late stage development projects, including extensive knowledge around real estate, interconnection, permitting, and environmental. Leadership of growing and maturing teams, demonstrating team member development and achievement of financial and other operational goals. Experience navigating tax equity, construction lender, and other due diligence processes. Ability to drive decisions through executive and investor approval processes to favorable and prudent outcomes in line with business plan objectives. Strong understanding of the relationships within a project schedule in order to prioritize teams’ resource allocation and anticipate and mitigate risks. Mastery of development of at least one utility-scale renewable energy technology (i.e., wind, solar, storage) and prior experience with or interest in expanding to development of the other technology type(s). Solid knowledge and understanding of key value drivers for renewable power projects and the ability to convert that knowledge into value-added strategies at the portfolio level. Demonstrated ability to work in a flat organization, successfully leveraging the expertise of multiple colleagues in different lines of reporting. Strong communication, project management and team-building skills experience working with cross- functional internal and external technical advisors and stakeholders. Ability to multi-task and arbitrate between conflicting priorities with clear target setting and follow- through capability in a fast-paced work environment. Proficiency with Microsoft Office and project management software. Tech savvy with the ability to integrate technology into core business processes and functions. Timeline and Location This position will begin by November 1, 2026. We have a strong preference for a candidate who is located in Boulder or is willing to relocate in order to commute to our Boulder office on a hybrid schedule (at least 4 days in office per week when not traveling). Remote arrangements may be considered for the right candidate. At a minimum that candidate would need to be in Boulder two weeks per month, if a remote candidate were chosen.
