Position Overview

We are seeking an experienced IT Operational Efficiency Consultant to support a comprehensive assessment of the City of Irving’s Information Technology Department. The consultant will evaluate IT organizational structure, staffing, service delivery, operational processes, technology lifecycle management, cost allocation, telecommunications, ticketing operations, and project governance.

The successful candidate will identify opportunities to improve efficiency, effectiveness, customer service, strategic alignment, and long-term financial sustainability and will develop actionable recommendations for the City.

Key Responsibilities

1. Technology Asset Lifecycle Management

• Review current IT hardware and technology asset lifecycle practices.
• Assess replacement policies, schedules, standards, and processes.
• Identify opportunities to improve lifecycle planning and sustainability.
• Develop recommendations for cost-effective technology replacement strategies.

2. IT Cost Allocation Assessment

• Evaluate existing IT cost allocation methodologies.
• Review how IT costs are distributed across departments/services.
• Assess equity, transparency, and consistency of allocation practices.
• Recommend improvements to cost allocation and financial reporting.

3. Telephony & Cellular Services Analysis

• Review current telephony and cellular services.
• Analyze service usage, contracts, costs, and operational requirements.
• Identify opportunities for cost reduction and service optimization.
• Recommend improvements to telecommunications management.

4. Service Desk & Ticketing Assessment

• Evaluate the City's IT ticketing/service desk processes.
• Review ticket volumes, workflows, categorization, response times, and resolution processes.
• Identify operational inefficiencies and opportunities for automation or process improvement.
• Recommend improvements to service delivery and customer support.

5. IT Project Governance & Strategy

• Review IT project management and governance processes.
• Assess project prioritization, funding, resource allocation, and decision-making.
• Evaluate alignment between IT projects and organizational objectives.
• Develop recommendations for improved project governance and strategic planning.

6. IT Organizational & Staffing Assessment

• Assess the current IT organizational structure.
• Evaluate staffing levels, roles, responsibilities, and workload distribution.
• Consider projected organizational growth and future technology requirements.
• Identify potential staffing gaps or organizational inefficiencies.
• Recommend an appropriate organizational structure and staffing model.

Required Qualifications

• Bachelor's degree in Information Technology, Computer Science, Business Administration, Management Information Systems, or a related field.
• Significant experience in IT operations consulting, IT organizational assessment, or technology management consulting .
• Experience conducting IT operational assessments for government/public-sector organizations .
• Demonstrated experience in IT process improvement and organizational analysis.
• Experience evaluating IT staffing models and organizational structures.
• Knowledge of IT asset lifecycle management and technology planning.
• Experience with IT financial analysis and cost allocation.
• Experience evaluating service desk/ticketing operations.
• Knowledge of IT project governance and portfolio management.
• Strong analytical, research, and problem-solving skills.
• Excellent written and verbal communication skills.

Preferred Experience

• Experience with municipal or local government IT departments.
• Experience performing comprehensive IT maturity or operational efficiency assessments.
• Experience developing actionable recommendations and implementation roadmaps.
• Experience analyzing telecommunications and cellular service costs.
