As a Contract Administrator III, you will play a critical role in managing complex procurement and contracting activities that support the successful delivery of major public construction projects. Working closely with District staff, project management teams, consultants, and contractors, you'll help ensure procurement processes are executed with precision, transparency, and compliance while supporting the District's commitment to excellence in capital program delivery. About Your Role The Contract Administrator III is responsible for administering and managing competitive procurement and contract award processes for construction, design, and professional services contracts. This position coordinates with District personnel, Project Management Office (PMO) staff, College Project Teams, and consultants to develop procurement packages, facilitate competitive solicitations, prepare contract documentation, and ensure compliance with applicable policies, procedures, and California public contracting requirements. The successful candidate will manage multiple concurrent procurements from planning through contract award, prepare solicitation and contract documents, coordinate evaluation activities, maintain procurement records, support audits, and provide exceptional customer service to internal stakeholders throughout the procurement lifecycle. Education Requirements Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Construction Management, Contract Administration, or a closely related field. OR Candidates without the required degree may substitute an additional four (4) years of qualifying professional experience beyond the minimum required experience. What You'll Need to Get the Job Done Minimum of five (5) years of full-time professional experience in contract administration, procurement, public contracting, or construction contract management. Knowledge of standard contract terms and conditions for design, construction, and professional services agreements. Experience managing competitive procurement processes from solicitation through contract award. Strong understanding of public procurement principles, contract administration practices, and regulatory compliance. Excellent organizational skills with exceptional attention to detail and accuracy. Ability to manage multiple concurrent procurement processes while meeting strict deadlines. Strong analytical and problem-solving skills with the ability to interpret policies, procedures, and contract requirements. Excellent verbal and written communication skills with the ability to interact professionally with internal and external stakeholders. Demonstrated ability to work independently while managing competing priorities. High degree of integrity, professionalism, responsiveness, and accountability. Proficiency in Microsoft Office Suite, including Excel, Word, Outlook, and Adobe Acrobat. Preferred Qualifications Experience supporting higher education or public-sector capital improvement programs. Knowledge of the California Public Contract Code. Knowledge of the California Education Code as it relates to public procurement. Experience using electronic bidding platforms such as PlanetBids or similar procurement systems. Experience with alternative project delivery methods, including Design-Build. Experience using project management software such as Proliance, Trimble, or comparable systems. What You'll Do Coordinate with District staff, PMO personnel, College Project Teams, and consultants to develop procurement packages for construction, design, and professional services contracts. Prepare solicitation documents, bid packages, requests for proposals (RFPs), requests for qualifications (RFQs), addenda, evaluation materials, contract documents, and award recommendations. Manage competitive procurement processes from planning through contract award while ensuring compliance with District policies, procedures, and applicable laws. Coordinate procurement schedules, evaluation committees, proposal reviews, and contract award activities. Maintain procurement documentation, contract files, and administrative records to support internal and external audits. Monitor procurement milestones and provide regular status updates to District leadership and project stakeholders. Ensure strict compliance with District procurement policies, templates, contracting procedures, and California public contracting requirements. Perform quality control reviews of procurement documents to ensure completeness, consistency, and accuracy. Track and manage multiple concurrent procurement processes involving numerous stakeholders and project teams. Support contract execution activities and coordinate distribution of fully executed agreements. Assist with reporting, procurement metrics, and documentation required for management and compliance purposes. Collaborate with District departments and project teams to resolve procurement-related questions and administrative issues. Perform other contract administration and procurement support duties as assigned to meet the evolving needs of the District.
