Alternative Sentencing Supervisor
The city of Las Vegas, Municipal Court is accepting applications for Alternative Sentencing Supervisor . This position oversees Alternative Sentencing and Education programs and, assigned contractors, ensuring judges' mandates and court program guidelines are followed; plans, develops, implements and evaluates alternative sentencing education programs; and reviews and audits case files.
May act as supervisor over contractors, volunteers or interns, and duties may include selecting new contractors, monitoring and formally evaluating the performance of assigned contractors, and participating in the discipline and termination of assigned contractors. Responsible for overseeing independent contractors. Receives direction from higher-level management staff. Receives regulatory direction from clinical state licensing boards, and the Nevada Revised Statutes.

- Criminal Justice, if also a minor in counseling, social work or psychology

- Marriage and Family Therapy
- Psychology
- Social Work
Examination Process A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The civil service exam for this recruitment will be an Oral Board (test date to be determined).
Selection Process Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. This position requires preliminary background check.
Example of Duties
Essential Functions:
- Responsible for overseeing independent contractors, conducting interviews and drafting contracts of potential contractors.
- Exercises clinical oversight over section staff and contractors; ensures that all mandates from judges and court program guidelines are followed correctly and case files are complete.
- Ensures education programs comply with applicable city and court policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.
- Contributes to search and selection of Court interns. Provides oversight of assigned interns and ensures they comply with city and court policies and procedures, and adheres to all State Board requirements.
- Recommends and assists in the implementation of court goals, objectives, policies and procedures. Prepares oral and written reports on programs and services. Implements approved city, Municipal Court, and Nevada Administrative Code (NAC) policies and procedures relative to the treatment of substance users and domestic violence program participants.
- Administers, coordinates and monitors several programs. Functions include developing policies and procedures, evaluating successes and making adjustments to the policies and procedures as necessary. Ensures that each of the education programs adheres to the nationally accepted guidelines of the program.
- Implements processes to maintain Nevada Bureau of Alcohol and Drug Abuse (BADA) accreditation of Evaluation Center; develops and implements operational procedures that comply with the provisions of pertinent laws.
- Implements processes to maintain State Batterers Committee for Domestic Violence Treatment Providers accreditation domestic violence program; develops and implements operational procedures that comply with the provisions of pertinent laws.
- Conducts file audits and instructor audits; provides feedback in order to maintain required standards for all applicable licenses. Provides report to assigned supervisor.
- Implements processes to maintain all licenses needed for various educational programs, including but not limited to DUI School and Traffic School.
- Participates in updating, reviewing and auditing class curriculum.
- Develops and designs an effective tracking system and database for use in evaluation and monitoring of programs; retrieves and inputs data into various tracking systems and databases.
- Prepares extensive analytical and statistical reports on operations, activities and recidivism rates for grants and other program needs.
- Coordinates in-service training to ensure it meets or exceeds the criteria established by the Nevada Board of Examiners for Alcohol, Drug and Gambling Counselors or State Batterers Committee for Domestic Violence Treatment Providers standards for continuing education.
- Collects and provides client information in accordance with established laws and principles of confidentiality.
- Attends and participates in professional group meetings. Stays abreast of new trends, policies, programs and innovations. Serves as liaison for the court with other city departments, health care providers and professional organizations. Develops and maintains community partnerships.
- Helps plan and implement agency wide conferences and trainings and ensures CEU credits can be granted wherever possible.
- Provides information of varying complexity in a professional and courteous manner to the public, customers and agency personnel.
- Works collaboratively with and assists both internal/external auditors (i.e. responding to inquiries and providing relevant business analysis related data).
- Applies evidence-based decision-making and best practices, where appropriate.
- Creates a working environment that is safe, supportive, high performing, customer-focused, efficient and effective.
- Informs management of procedural changes pertaining to new legislation and changes made by various state boards, etc.
- Complete substance use and mental health evaluations for defendants.
- Performs related duties and responsibilities as required.
Minimum Requirements
Four years of increasingly responsible supervisory experience over full time employees or contractors, and including two years of working with populations needing substance use treatment and/or domestic violence counseling.
Masters degree from an accredited college or university with a major in one of the following areas:
- Addictions
- Behavioral Science
- Counseling
- Counseling and Education
- Criminal Justice, if also a minor in counseling, social work or psychology
- Education, if also a major or minor in addictions, counseling or psychology
- Marriage and Family Therapy
- Mental Health
- Psychology
- Social Work
Possession of a license as a Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, or as an Alcohol and Drug Counselor from the Nevada Board of Examiners for Alcohol, Drug, and Gambling Counselors on the date of appointment, and maintenance thereafter.
Approved as a Domestic Violence Treatment Provider by the Nevada Department of Health and Human Services Division of Public and Behavioral Health within one year of the date of hire, and maintenance thereafter.
Must obtain applicable level of NCIC/NCJIS certification and/or training within 6 months of the date of appointment and maintain proficiency as needed.
Preferred: Certification to evaluate competency of criminal defendants issued by the Division of Mental health and Developmental Services of the Department of Health and Human Services.

- Pertinent federal, state and local laws, codes and regulations.
- Evidence-based decision-making and best practices.
- Diagnostic and Statistical Manual (DSM IV), Physicians Desk Reference (PDR), American Society of Addiction Medicine (ASAM) criteria.
- Techniques needed to determine differential diagnosis.
- Standard clinical supervision and staffing procedures.
- Organizing priorities in order to meet court schedules.
- Designing data information systems compatible with a variety of governmental entities.
- Using initiative and independent judgment within established guidelines.
- Interpreting, applying, explaining and enforcing applicable laws, codes, regulations, policies and procedures.
- Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, recommending best options and implement approved solution in support of goals.
