About this Role:

Under the direction from a Supervisor I, the Licensing Analyst, an Analyst II is responsible for the licensing, monitoring and oversight efforts of Narcotic Treatment Programs (NTP). The Analyst II is also tasked with duties including but are not limited to bill analyses and budget change proposals, amending existing legislation, and proposing new legislation. Duties also include monitoring a caseload of NTPs, conducting inspections of NTP facilities, conducting complaint investigations, providing training, administrative support as needed, accounting related tasks and licensure renewal process.

Travel statewide, including overnight, of up to 50% of the time, by airplane, train, automobile, and other transportation methods is required. Travel related duties may take up 4 consecutive nights at a time, and several weeks per month, dependent upon workload and operational need.

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

This classification was previously known as the Associate Governmental Program Analyst classification and is now referred to as the Analyst II classification, effective January 1, 2026.

Demonstrate ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; and gain and maintain the confidence and cooperation of those contacted during the course of work. Experience in reviewing and analyzing documents and/or applications for completeness according to policies, procedures and/or regulations. Signify exceptional time management; organizational skills; experience meeting deadlines; manage multiple competing priorities; productive with efficient use of time and resources to meet complex objectives and changing priorities and competent in using basic office software such as Microsoft Outlook, Word, Excel, PowerPoint, and Microsoft Teams.

Telework and Salary Information

Telework
This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
