Job Description and Duties

The Analyst II performs a variety of tasks including consultative and analytical assignments in the areas of contracts and procurement within the Procurement and STAR Support Section (PASS), for the Department of Developmental Services (Department). The Analyst works independently, applies sound analytical techniques, and handles the most complex, technical, and sensitive assignments and requests with respect, understanding, tact and professionalism. The Analyst interacts positively with managers and staff at all levels and takes extra steps to provide quality services to internal and external customers.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment. All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.  Work is performed in an open-space partitioned office environment. Incumbent uses a computer 70 to 80 percent of the time. Incumbent sits for extended periods in meetings, and/or reviewing documents and work papers. Travel is required, approximately five percent to meetings at other State departments within the Sacramento area.

Special Requirements

When completing the SOQ, you must title the page “Statement of Qualifications” and include your name and the Job Control number at the top of each page. You must list each question and provide your answer below each question. Responses should be no longer than two pages in total length, single-spaced, and 12-point Arial font.  Applicants who fail to answer the questions or submit an SOQ may not be considered.

1. Please describe your experience working with procurements and share how this experience would assist you in successfully meeting the roles and responsibilities as described in the duty statement.

2. Procurement often involves balancing the needs of customers with rules, policies, and regulations. Please give an example of when you had to explain requirements or processes to a customer who was frustrated or unfamiliar with them. How did you handle the situation?

3. Please give an example that shows how you build relationships and work well with colleagues who may have different work styles.


If you are using list eligibility from an on-line exam to qualify for this position, you MUST include with your application any documentation (i.e., copy of transcript, degree, license, etc.) to verify meeting the MQ’s or you may not be considered for the position.

The MQs will be verified prior to interview and/or appointment. If it is determined that an applicant does not meet the MQs of the classification, the applicant may not be considered and withheld from the eligible list.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:



Knowledge of: Microsoft Office Suite applications (Outlook, Word, Excel and PowerPoint), State contracting and procurement regulations, policies and procedures, and manuals, the Financial Information System for California (FI$Cal) procurement functions.

Ability to: Multi-task, meet deadlines and adjust to changing priorities in a cooperative manner. Consistently exercise a high degree of initiative, maintain good attendance and punctuality, focus, pay attention to detail, and follow-through, strong analytical, research, presentation, and organizational skills.
