Job Description and Duties

Under the direction of the Supervisor I in the Deaf and Hard of Hearing Services (DHHS) Section, the Analyst II independently performs complex analytical and contract management work in support of district American Sign Language (ASL) interpreting and captioning services. This requires a strong understanding of ASL interpreting and captioning service models, industry standards, and accessibility requirements to effectively support service delivery and contract oversight.

The incumbent has primary responsibility for the development, administration, and monitoring of contracts, including fiscal oversight, vendor management, and compliance with departmental policies and applicable federal and state regulations, including Federal Title I Vocational Rehabilitation program requirements and the Americans with Disabilities Act (ADA).  This includes analyzing contract utilization and expenditures, ensuring compliance with contract terms and accessibility requirements, and supporting the continuity of services through effective contract planning and oversight.

Using a high degree of initiative, judgment, and analytical skill, the incumbent evaluates contract performance, identifies risks and service gaps, and provides recommendations to management to support informed decision-making and efficient use of resources.  The incumbent also serves as a key liaison between district staff, contracted vendors, and internal stakeholders, and provides consultation on complex and high-impact service requests to ensure alignment with contract parameters, funding limitations, and program priorities.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbents must live and work in California. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Working Conditions

The majority of the work will take place in one of the following locations with consumers, the public, colleagues, and other stakeholders: a DOR open office setting in a cubicle environment, offsite in the community, at events and various partner locations, and/or at an approved alternate work location. The incumbent must have the ability to work in an office setting for up to 40 hours per week and remain at a workstation for extended periods while utilizing a personal computer, peripherals, and other office equipment with or without accommodation. The incumbent will be working in an office setting with both natural and artificial lighting. Strong interpersonal skills are required to interact effectively with consumers, the public, colleagues, and other stakeholders.
