Job Description and Duties

The Analyst II performs complex analytical and administrative duties at the full journey level, exercising independent judgement and responsibility for varied and complex assignments, in support of state- and local-level programs and initiatives related to residential services for individuals with intellectual and developmental disabilities. Responsibilities include reviewing residential program plans and proposed staffing changes to ensure compliance with applicable laws and regulations; analyzing the impact of proposed legislation on the Department and the State; providing information to the public regarding residential service options; maintaining residential program databases and official records; and developing and delivering notifications or training to regional centers, service providers, and members of the public regarding residential regulations, policies, and related issues.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.  

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

Describe your background, education and experience that would qualify you for this position.

1. Describe your experience reviewing, analyzing, or evaluating program plans, proposals, or other documents for compliance with laws, regulations, policies, or departmental requirements. Include your role in the review and approval process, how you identified and addressed deficiencies, and how you communicated your recommendations or decisions.

1. Describe your experience providing technical assistance, training, and guidance to internal and external stakeholders regarding regulations, policies, or program requirements. How did you explain complex or technical requirements, address questions or concerns, and assist stakeholders in implementing appropriate corrective actions or solutions?

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of : Microsoft Office applications (Outlook, Word, Excel); principles, practices, and trends of public administration; formal and informal aspects of the legislative process; and the administration and Department’s goals and policies.

Ability to : Present and document information; analyze data and convey ideas; review and edit reports; establish priorities and take effective action; work collaboratively with multidisciplinary teams, including regional centers, state-operated facilities, other state agencies; provide technical assistance in community resource development; and build and maintain effective working relationships with professionals involved in housing and community services for individuals with intellectual and developmental disabilities.
