Job Description and Duties
The Adult Programs Division (APD) of the California Department of Social Services (CDSS) is seeking a motivated individual to join an exciting and fast-paced policy team for the In-Home Supportive Services (IHSS) program. Our team provides comprehensive and thoughtful policy directives in an effort to better serve and protect the needy and vulnerable population served by the IHSS program. Under the direction of Supervisor I, the Analyst II is responsible for performing analytical duties related to developing policies and procedures for the IHSS programs. In this position, the Analyst II is responsible for applying their analytical skills to new and existing policy, statute, and regulations for applicants/recipients in the IHSS programs, specifically in the areas of Program Eligibility and Protective Supervision. The Analyst II will respond to and provide guidance, both verbally and in writing, to routine and complex inquiries from the IHSS program participants, counties, state and federal agencies, legislative staff, stakeholders, and the general public, regarding the various IHSS program regulations, policies, and procedures. They will prepare All-County Letters (ACL), All-County Information Notices (ACIN), and other directives to the counties providing implementation instructions and ongoing direction for the IHSS programs. The Analyst II will analyze federal and state legislation that may affect the IHSS programs and develop corresponding regulations. The Analyst II must be able to clearly present interpretations in writing by developing reports, letters, formal responses, fact sheets, educational materials and program regulations. This position offers a hybrid telework schedule.The Department of Social Services does not participate in E-Verify for employment authorization purposes. Working Conditions
This position may be eligible for Hybrid work. In-person attendance is required based on the operational needs of the position and in accordance with the Statewide Hybrid Telework Policy, Government Code section 14200, and any applicable department telework requirements. The successful candidate must reside in California at the time of appointment. Proof of California residency may be required .
