About the Job POSITION: Business & Finance Manager REPORTS TO: Sr. Director of Business Management CATEGORY: Full Time, Exempt LOCATION: In-Person; Fairfax, Virginia Position Summary The Business & Finance Manager is responsible for the day-to-day business and financial operations that keep FACETS running smoothly and in compliance with funder, audit, and internal-control requirements. Reporting to the Sr. Director of Business Management, this role manages organization-wide credit card administration and reconciliation, bank and merchant deposit reconciliation, expense and budget monitoring, and the financial-stability functions for participants in FACETS' housing programs - including rent, utility, hotel, and lease administration for housing programs. This role combines hands‐on financial operations (reconciliations, deposits, expense tracking, vendor and rent‐related landlord coordination) with broader organizational responsibilities (policy development, internal controls, budget support, and cross‑departmental coordination with Accounting, Programs, and Operations). The ideal candidate is highly organized, detail‑oriented, comfortable with both spreadsheets and people, and energized by building and improving systems in a mission‑driven environment. Duties and Responsibilities Organization-Wide Budget & Expense Oversight Support the Sr. Director of Business Management in monitoring actual spending against approved budgets across departments and grants/contracts. Assist with the annual budgeting process, including gathering input from program and department leads. Track restricted funding (e.g., HUD, state, and local grants/contracts) to help ensure expenses are allocated appropriately and within contract terms. Assist with preparation of financial back‑up and documentation for grant reporting, reimbursement requests, and the annual audit. Recommend and help implement process improvements, financial controls, and policy updates to strengthen organizational financial management. Organization-Wide Credit Card & Expense Management Conduct monthly reconciliation of all organizational credit card statements against receipts, coded expenses, and supporting documentation submitted by cardholders. Track and follow up on missing or incomplete documentation; train and retrain cardholders, budget leads, and volunteers on proper coding, documentation, and policy compliance. Maintain and periodically review Staff and Volunteer Cardholder Agreements, ensuring signed agreements are on file before card issuance and that usage aligns with policy. Monitor organizational spending for unusual activity, policy violations, or budget overages, and elevate concerns to the Sr. Director of Business Management. Review and provide oversight for employee expense reimbursements. Deposit Reconciliation Reconcile participant rent and program‑fee collections against bank deposits and accounting records. Maintain internal controls over cash handling, deposits, and revenue collection in line with FACETS' financial policies and audit standards. In coordination with the Finance and Accounting contract team, investigate and resolve discrepancies between bank statements, deposit logs, and the general ledger in a timely manner. Housing Program Financial Stability Functions In addition to organization-wide finance duties, this role retains responsibility for the day-to-day financial functions FACETS' housing programs: In coordination with program managers, oversee the financial aspects of multiple permanent supportive housing programs, ensuring rents, security deposits, utilities, and hotel vouchers are paid accurately and on time. Create and maintain monthly rent grids, ensuring all rents, late fees, and incidental charges (e.g., balcony or trash violations) are tracked and paid in full. Track hotel spending and invoicing for emergency shelter placements; ensure hotel use stays within budget and invoices are processed according to contract terms. Manage utility billing for all FACETS‑managed units, ensuring timely and complete payment. Ensure master leases (40+) for FACETS‑managed units are renewed annually and that liability insurance documentation is current and on file with apartment complexes. Review participants' payment histories and reconcile against accounting records; Coordinate with program managers to collect payments from participants as needed. Policy, Compliance & Cross-Departmental Support Serve as a resource to program staff and volunteers on financial policies, procedures, and forms. Collaborate with the Accounting/Finance team to ensure consistent coding, timely month‑end close, and audit readiness. Support Operations and program leadership with volunteer‑related administrative and financial coordination (e.g., volunteer card checkout logs, volunteer cardholder agreements). Maintain organized, audit-ready financial files and documentation, both physical and electronic. Assist the Senior Director of Business Management on special projects, including the research, drafting and updating of internal financial policies and procedures Perform other financial and administrative duties as assigned by the Sr. Director of Business Management. Required Skills/Abilities Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field (a combination of relevant education and experience may be considered). Minimum of three (3) years of professional experience in financial management, accounting, bookkeeping, or business operations. Strong proficiency in Microsoft Excel and the Microsoft Office suite; comfort learning new financial or database systems. Exceptional attention to detail, accuracy, and follow‑through, with the ability to manage multiple deadlines. Strong written and verbal communication skills, including the ability to explain financial policies clearly to non‑financial staff and external partners (e.g., landlords, vendors). Ability to work both independently and collaboratively within a team environment. Valid driver's license, reliable transportation, and proof of insurance. Analytical problem solver who can independently evaluate situations, identify problems and execute solutions. Motivated to apply financial expertise to support a mission‑driven organization focused on affordable housing, homeless services and human services. Successful completion of all required background screenings and reference checks. Physical Requirements Primarily an office-based role with occasional local travel to program sites, landlord meetings, or banking errands. May require occasional flexibility outside of standard business hours to meet deadlines (e.g., month‑end close, audit preparation) and to attend occasional meetings at other FACETS office locations within Fairfax County, including 3 annual organization-wide fundraising events each year. Pay Range Salary Range: $65,000-75,000 per year commensurate with experience. FACETS offers a competitive salary commensurate with qualification/experience.
