Deputy Inspector GeneralThe Baltimore County Office of the Inspector General (OIG) is seeking a highly qualified professional to serve as Deputy Inspector General. This role functions as the OIG's principal deputy providing strategic, operational, investigative, and administrative leadership. The Deputy Inspector General supports the OIG's mission to promote accountability and transparency by identifying and investigating fraud, waste, abuse, misconduct, and systematic weakness within County operations.The ideal candidate will be an impartial, independent leader with substantial experience managing sensitive and complex investigations. The role requires exceptional judgment, discretion, analytical ability, and the ability to communicate complex findings to executive leadership, County agencies and other stakeholders. The Deputy Inspector General will be expected to conduct investigations, and will manage the Office until a new Inspector General is chosen.Key ResponsibilitiesExecutive LeadershipServe as second-in-command and act on behalf of the Inspector General when authorized.Support development of strategic priorities, investigative protocol, policies, and operational goals.Lead investigative, analytical, and administrative staff, ensuring high standards of investigative quality, documentation, evidence management, confidentiality, and reporting.Track statistics, identify necessary resources, and formulate budgets.Provide guidance on significant investigative matters, operational risks, and systemic issues.Promote a culture of integrity, independence, accountability, and continuous improvement.Investigative OversightLead and manage complex fraud, waste, abuse, and misconduct investigations and develop proactive methods to detect these issues early.Review complaints to assess requisite predication, and develop/evaluate investigative strategies based on evidence and risk.Oversee interviews, record reviews, financial analyses, data analytics, surveillance, and evidence collection.Ensure findings are supported by reliable, well-documented evidence and reports meet accuracy, objectivity, and legal sufficiency standards.Identify systemic weaknesses and recommend corrective actions.Coordinate with oversight partners and authorized federal, state, or local law-enforcement agencies.Collaborate with County departments while preserving OIG's independence.Case ManagementSet investigative priorities based on risk, public interest, and severity.Monitor caseloads for timely progress and adherence to the OIG's policies and procedure standards for case initiation, closure, evidence retention, and documentation in the Office's case management system.Review investigative plans and significant investigative decisions to ensure consistency, impartiality, and unbiased investigative practices.Review and approve all internal and external reports prepared by OIG employees.Safeguard confidential information and investigative records.Reporting and RecommendationsPrepare, assist with the preparation of, and perform final reviews and edits of reports, advisories, memoranda, and other OIG products.Ensure reports clearly differentiate allegations from substantiated findings.Develop practical recommendations addressing individual misconduct and systemic vulnerabilities.Track responses to OIG recommendations and evaluate corrective actions.Present significant findings and recommendations to the Inspector General and stakeholders while maintaining confidentiality.Internal and External LiaisonCoordinate with inspectors general, law-enforcement agencies, prosecutors, auditors, and regulatory bodies when appropriate, and participate in task forces and information-sharing initiatives to support the mission.Perform outreach to County personnel and members of the community to increase awareness of the Office, and promote its mission and represent the OIG at meetings and professional events.Stay informed on best practices in governmental oversight and fraud prevention.Correspond with County agencies to obtain records and collaborate with the County Auditor on matters of mutual interest.Personnel ManagementRecruit, mentor, train, and evaluate OIG staff.Establish performance expectations and support professional development.Promote continuing education in investigative practices, fraud examination, digital forensics, data analytics, and government oversight.Review work product and provide constructive feedback.Ensure compliance with OIG policies and Association of Inspectors General standards.Encourage teamwork while preserving investigative independence.QualificationsBachelor's degree from an accredited college or university in criminal justice, accounting, finance, public administration, business administration, law, auditing, investigations, IT, English/writing or a related field.Ten (10) years' experience in government oversight, investigations, auditing, law enforcement, fraud examination, compliance, internal controls, public administration, or a related field.At least four (4) years managing complex investigations.Experience supervising professional staff.Strong knowledge of relevant federal, state, and local laws.Excellent written and verbal communication skills.Demonstrated expertise in investigative principles, evidence evaluation, interviewing, report writing, and complex data analysis.Ability to exercise independent judgment in sensitive and confidential matters.Preferred QualificationsAdvanced degree in law, public administration, business administration, accounting, finance, criminal justice, or a related discipline.Certifications such as CIGI or CFE.Law-enforcement investigative experience.Experience with federal, state, or local Offices of Inspector
