We're seeking a detail-oriented Financial Analyst to support financial analysis, accounting, reporting, and IT asset management activities within a secure Intelligence Community (IC) environment.The selected candidate will leverage their experience in financial analysis, federal accounting, IT/software financials, and capital asset management to support mission-critical IT programs. This role will provide financial insights, reconcile complex datasets, support capitalization and asset lifecycle accounting, prepare audit documentation, and work closely with program managers, technical teams, and senior leadership.Candidates should have strong technical skills, particularly with Microsoft Excel, financial management systems, and reporting/visualization tools, as well as the ability to translate complex IT program and project costs into accurate financial analysis and accounting treatment. Primary Responsibilities:Financial Analysis, Accounting, and Planning:Perform financial analysis and accounting support for IT investments, software development activities, and capital assets.Analyze IT and software expenditures to determine appropriate accounting treatment, including capitalization and expense classification.Support the financial management and lifecycle accounting of Information Technology and Software (IUS) assets.Apply federal accounting concepts and applicable guidance, including FASAB and OMB requirements, to IT financial activities.Reconcile financial data across multiple financial and program management systems and identify discrepancies requiring resolution.Develop and maintain financial reports, forecasts, reconciliations, and supporting documentation.Analyze financial trends, variances, and project costs to provide actionable insights to program and organizational leadership.Support recurring financial reporting requirements and management reviews.IT Financial Management & Asset Support:Track and analyze software development and IT project expenditures throughout the program and asset lifecycle.Support capitalization activities and maintain accurate documentation supporting capital asset decisions.Coordinate with technical teams and program managers to obtain project, development, acquisition, and asset information necessary for accurate financial reporting.Assist with maintaining accurate IT asset and financial records and supporting documentation.Support integration of financial information with IT asset management and configuration management activities.Utilize financial management systems such as Oracle Financials, PeopleSoft, or comparable enterprise financial platforms.Use advanced Microsoft Excel capabilities to analyze, reconcile, and report complex financial datasets.Develop or maintain dashboards and financial visualizations using Power BI, Tableau, or similar tools.Audit & Compliance Support:Prepare financial documentation, schedules, reconciliations, and supporting materials for internal and external audits.Assist with the development of audit packages and respond to audit requests and follow-up inquiries.Research accounting and financial management questions and provide well-supported recommendations.Maintain organized, accurate, and audit-ready financial records.Ensure financial activities and supporting documentation comply with applicable federal policies, accounting standards, and organizational procedures.Stakeholder Engagement & Coordination:Work directly with Program Managers, financial management personnel, technical teams, contracting personnel, and other stakeholders to align financial and programmatic requirements.Obtain and validate financial, technical, and program information necessary to support accounting and reporting activities.Identify discrepancies or gaps in financial information and coordinate with stakeholders to resolve issues.Prepare concise financial analyses, reports, briefings, and presentations for senior leadership.Communicate complex financial and accounting concepts clearly to both technical and non-technical audiences.Support cross-functional efforts involving IT programs, software development, financial management, and asset lifecycle activities.Operational Responsibilities:Manage multiple financial analysis, reporting, reconciliation, and audit-support activities simultaneously.Meet recurring reporting deadlines and respond to time-sensitive financial and programmatic requirements.Research financial issues and develop practical solutions to support program objectives.Maintain accurate documentation and financial records while handling classified and sensitive information appropriately.Support process improvements that increase financial accuracy, reporting efficiency, and audit readiness.Basic Qualifications:Education & Clearance Requirements:Bachelor's degree in Accounting, Finance, Business Administration, Information Systems, or a related field.Active Top Secret/SCI clearance required.Skills & Experience:Minimum 5 years of relevant experience in financial analysis, accounting, financial management, or a related discipline.At least 2 years of experience supporting IT/software financials, capital asset accounting, or related IT financial management activities.Demonstrated understanding of federal accounting concepts and standards applicable to Information Technology and Software (IUS).Familiarity with FASAB, OMB guidance, capitalization criteria, and asset lifecycle accounting.Strong proficiency with Microsoft Excel, including advanced formulas, Pivot Tables, data analysis, and reconciliation.Experience working with enterprise financial systems such as Oracle Financials, PeopleSoft, or similar platforms.Experience with financial reporting and visualization tools such as Power BI, Tableau, or similar platforms.Experience preparing audit packages and responding to audit requests.Strong analytical and problem-solving skills with the ability to translate technical project costs into appropriate accounting treatment.Exceptional written and verbal communication skills.Proven attention to detail and ability to maintain accurate financial records and documentation.Ability to coordinate effectively with Program Managers, technical teams, financial personnel, and senior leadership.Preferred Qualifications:Professional certification such as CPA, CGFM, CDFM, or PMP.Prior experience supporting an Intelligence Community (IC) customer.Familiarity with federal CIO/IT financial management processes, policies, and procedures.Experience with ServiceNow, Jira, SharePoint, CMDB, or other IT asset management/configuration management tools.Experience supporting Agile and traditional Software Development Life Cycle (SDLC) methodologies.Experience working directly with IT program managers, software development teams, or enterprise IT organizations.Federal financial statement audit or financial management audit experience.Work Schedule and Requirements:Work Location: On-site in
