DescriptionAbout the Organization:The Division of Standards (DOS), an Agency within the Office of Consumer Affairs and Business Regulation (OCABR), is responsible for enforcing the accuracy requirements and other standards relating to commercial weighing and measuring devices and their use in the sale of food, fuels and other products. It regulates the sale of gasoline and sets standards for lubricating oils and antifreeze, including the inspection of all fuel dispensing equipment. It determines the standards for accuracy of clinical glass thermometers, tests and approves coin operated devices, licenses auctioneers, promoters, transient vendors, peddlers, motor fuel and oil retailers and registers auto damage repair shops. The Division also enforces the item pricing law and the unit pricing regulations, issues waivers to retail food and grocery stores and enforces the scanner accuracy requirements in all retail stores. The Compliance Officer I reviews and investigates complaints and alleged violations; conducts on-site inspections; collects and verifies evidence; prepares reports and citations; responds to inquiries and investigates consumer complaints; maintains liaison with agency personnel and local weights and measures officials; provides pre-certification training assistance to municipal sealers of weights and measures, as needed; and performs related work as required.This is an entry-level weights and measures position. The position is full-time and requires extensive field travel. The employee receives on-the-job training from senior Compliance Officers on weights and measures processes and protocols. The Division has direct jurisdiction in 135 towns and oversees compliance in 216 local municipalities; its primary enforcement areas include weights and measures compliance and licensing requirements for more than 10,000 licensees.Duties and Responsibilities:Enforce laws, rules and regulations pertaining to weights and measures and electronic price scanning systems and oversee implementation by local weights and measures officials in assigned areas.Monitor program activities through observations, interviews, evaluations and conferences to determine compliance with applicable requirements and program goals.Under the direction of the Compliance Officer III, review complaints, reports, documents and other information concerning alleged violations; determine the appropriate course of action or whether referral to another agency is warranted.Respond to inquiries concerning Division policies, procedures, laws, rules and regulations.Verify information for accuracy and authenticity and maintain liaison with agency personnel concerning compliance matters.Under the direction of the Compliance Officer III, determine procedures for collecting information and evidence; interview individuals and conduct on-site inspections to determine the extent of noncompliance, validate complaints and prepare evidence for appropriate action.Under the direction of the Compliance Officer III, meet with parties to complaints to resolve issues, recommend appropriate settlements and encourage compliance.Prepare reports and recommendations; issue citations for violations; maintain records; attend meetings; and prepare correspondence.Provide pre-certification training assistance to local sealers of weights and measures, as needed.Recommend policy and procedural changes governing assigned activities and confer with management and agency personnel to resolve problems.Review and analyze reports for accuracy and completeness and take appropriate action to resolve problems.Perform related work as required.Preferred Knowledge, Skills, and Abilities:Knowledge of general report-writing methods and basic investigatory practices.Ability to work independently within established direction and procedures.Ability to work well as part of a team.Ability to operate a motor vehicle.Knowledge of investigative techniques.Basic mechanical skills sufficient to perform inspections at regulated establishments such as gas stations and grocery stores.Ability to lift 50 lb.Ability to work effectively with individuals from diverse backgrounds.Basic knowledge of Microsoft Office Suite programs.Ability to become well versed with the Divisions electronic databases and licensing software.Ability to review complaints, reports and documents; verify facts; conduct interviews and on-site inspections; collect evidence; prepare reports; and communicate regulatory requirements.Ability and willingness to pursue weights and measures certification.Multilingual skills are preferred.License and/or Certification Requirements:Must possess an active Massachusetts or reciprocal-state driver's license in good standing and have access to an automobile.Must submit a driving record from the Registry of Motor Vehicles prior to hire.Must have the ability and willingness to take the State Weights & Measures Certification Test within six months from the date of hire.All applicants should attach a cover letter and resume to their online submission for this position.QualificationsFirst consideration will be given to those applicants that apply within the first 14 days.Minimum Entrance Requirements: Applicants must have at least (A) two years of full-time, or equivalent part-time, experience in investigatory, law enforcement or regulatory administration work, or (B) and equivalent combination of the required experience and the substitutions below.Substitutions:A Bachelor's or higher degree may be substituted for the required experience.**Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.Comprehensive BenefitsWhen you embark on a career with the Commonwealth, you are offered an outstanding suite of employee benefits that add to the overall value of your compensation package.
