Position Summary

The Department of Central Management Services is seeking an ideal candidate to serve as the Assistant Division Manager of Personnel Integrity. The incumbent in this role will play a pivotal role in shaping policies, supporting high-impact personnel initiatives, and guiding staff across the state on critical areas such as Class Studies, Classifications, Compensation, and Personnel Actions. This dynamic professional position blends policy development, training, technology coordination, and confidential advisement giving the incumbent the ability to assist with directly influencing statewide personnel standards while serving as a trusted subject matter expert. In this role, you will oversee system operations, lead training for internal and external HR professionals, coordinate organizational projects, and serve as the primary liaison for leadership. Position Essential Functions

• Under Administrative Direction, serves as a confidential assistant to the Assistant Deputy Director of Personnel Integrity.
• Oversees the daily operations of systems and software applications, agency assigned equipment, and appropriate access for internal staff.
• Provides training and support to internal and external personnel staff on Class Studies, Classifications, Compensation, and Personnel Actions.
• Responds to Freedom of Information Act (FOIA) requests and oversees the maintenance of electronic retention of division files ensuring accuracy and compliance with rules, statues, policies, and procedures.
• Serves as full-line supervisor.
• In collaboration with division management, serves as point of contact and subject matter expert to CMS Labor Relations and other legal entities for Personnel Integrity.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge skill and mental development equivalent to completion of four (4) years of college with courses in human resources, labor relations, or a related field.
• Requires experience equivalent to three (3) years of progressively responsible administrative experience in human resources.
• Requires three (3) years of professional experience in Classifications, Compensation, and/or Employee Actions in a public or private organization ensuring adherence to collective bargaining agreements and governing policies and procedures.

Preferred Qualifications

• Prefers three (3) years of professional experience serving as a subject matter expert for Classifications, Compensation, and Personnel Actions collaborating and communicating in oral and written form with both internal and external stakeholders.
• Prefers three (3) years of professional experience working with personnel rules, code, pay plan, Comprehensive Employment Plan, collective bargaining agreements or similar compliance rules and regulations for a public or private organization.
• Prefers three (3) years of experience providing support, guidance, and training to internal and external staff on Human Resources policies, procedures, and guidelines as they relate to position, compensation, and employee actions in a public or private organization.
• Prefers two (2) years of professional experience performing duties in Success Factors, Employee Central, and/or a related software program.
• Prefers two (2) years of professional experience identifying problems and recommending solutions for technology related issues in a public or private organization.
• Prefers two (2) years of professional experience acting as a confidential assistant, liaison, or spokesperson for executive level staff in a public or private organization.

Conditions of Employment

• Requires completion of a background check and self-disclosure of criminal history.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
• Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
• Requires the ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
