The Washington State Board for Community and Technical Colleges (SBCTC) provides support, coordination and oversight for Washington State's system of 34 public community and technical colleges through three divisions - Educational Services, Business Operations, Information Technology - and the Executive Director's Office.
This position has been reopened to expand the candidate pool. The State Board's Information Technology Division seeks to fill a recently vacated PeopleSoft Human Capital Management (HCM) Functional Analyst to join its fast-paced, customer-focused team. The IT division is responsible for supporting users of the PeopleSoft Human Capital Management enterprise applications. The HCM Functional Analyst is a utility player, serving many different stakeholders (including other ctcLink project groups) as a system expert in various HR and Payroll processes as they relate to modules in the PeopleSoft HCM application as well as how they interact/integrate with modules in PeopleSoft Finance (FIN) and PeopleSoft Campus Solutions (CS). This position must be able to work independently and collaborate with diverse groups to cultivate and provide this knowledge of the system as well as knowledge of how the Washington community and technical college environment operates. This position will participate in many different activities related to the PeopleSoft HCM application and provide leadership to the Subject Matter Expert (SME) team members from the colleges during all phases of the design and configuration process throughout the life of the implementation project.

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options. Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year. Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave. Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday. Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). - Attends and participates in scheduled Functional Team and other project meetings.
- Communicates timely status updates on assigned work and on-going activities as requested by team, pillar, and/or project leadership.
- Leads and participates in one-on-one, small group, and large group activities with internal and external stakeholder groups.
- Develops internally and externally facing documentation that aligns with prescribed formatting and content requirements.
- Develops functional specifications for recommended business processes, system configuration values/frameworks, reports, and system customizations.
- Assists in the development of technical specifications for recommended business processes, system configuration values/frameworks, reports, and system customizations.
- Supports system design, configuration, conversion, validation, testing, and training activities.
- Performs business process analysis and business process redesign activities.
- Works with subject matter experts and other stakeholder groups to identify and clarify business requirements.
- Provides support and knowledge transfer to teams and individuals within and associated with the ctcLink project.
- Works with business process stakeholders to ensure that solution design and scope remain consistent with functional expectations and priorities.
- Provides input to the Organizational Change Management (OCM) Team, Training Team and others to update business processes and documenation.
- Assists with college staff adoption and use of the PeopleSoft application, with special focus on aiding the college in understanding the key business processes that are executed within one or more assigned PeopleSoft modules or sets of functionalities.
- Assists in the development of end-user training materials, and as needed, deliver informal training to college and project team members.
- Provides input in the development of test procedures and materials, such as test scripts.
- Utilizes desktop automation software, including Microsoft Word, Excel, PowerPoint, Outlook, and Visio.
- Minimum Qualifications
- 2+ years of related experience working with PeopleSoft Human Capital Management (HCM) version 9.2 in a Higher Education setting.
- Preferred Qualifications
- Related experience working with PeopleSoft HCM version 9.2 in a higher Education setting on one or more of the following:

- Functional-Technical experience in a PeopleSoft enviornment, such as familiarity with App Designer, PeopleCode, SQL, and/or CEMLI development.
- Related experience working with PeopleSoft HCM version 9.2 in a higher Education setting on one or more of the following:
