Job Description Summary The Director of Operations will serve as the operational leader within the Corrections Health ICCE at MUSC, supporting both the System Administrative Officer (SAO) and Chief of the Corrections Health ICCE. This role will drive strategic growth and operational excellence for both county jail and prison healthcare contracts. The Executive Director will lead business development for jails—meeting with county administrators, attending jail conferences, managing the Request-for-Proposal (RFP) bidding process, and overseeing daily operations at contracted jail facilities. Concurrently, the role will focus on expanding contract operations for the South Carolina Department of Corrections (SCDC), including launching and managing onsite units (infirmaries, specialty clinics, dialysis units), developing new acute care units, and expanding onsite specialty services. With a portfolio spanning both jail and prison correctional units, this role will ensure MUSC’s correctional health programs deliver outstanding performance, strong partnerships, and sustainable growth. Key Responsibilities Strategic Business Development & Contract Growth Travel, identify and pursue new business opportunities in the county jail sector by engaging with county elected officials, sheriff’s offices, jail administrators, and key stakeholders to expand MUSC’s correctional health footprint. Travel as a representative of MUSC to correctional/jail healthcare conferences, industry associations, and vendor networking events. Lead RFP responses by coordinating cross-functional teams (legal, contracting, finance, operations) to develop competitive proposals and ensure compliance. Travel to SCDC institutions and headquarters to advance contract expansion by managing strategies for adding onsite units (infirmary, specialty clinic, dialysis) and integrating acute care capabilities. Travel to established MUSC SCDC Secure Units located across the RHN. Collaborate with MUSC leadership to define business plans, growth targets, and proforma models for correctional units. Operational Leadership Oversee daily operations of MUSC-contracted correctional health facilities including frequent onsite meetings, staffing, clinical services, contract compliance, and quality outcomes. Ensure Statements of Work (SOWs), service level agreements, and contract requirements are executed effectively and aligned with strategic goals. Monitor key operational metrics (staffing vacancies, ADP, capacity utilization, incident rates) and drive process improvement. Oversee launch and management of onsite units at prison facilities frequently in person to ensure readiness and integration with MUSC Health. Available to clients, staff and ICCE Leadership over the phone and by email during all operational hours. Stakeholder Engagement & Relationship Management Serve as the primary operational liaison between MUSC Corrections Health ICCE, external partners (county jails, prison leadership, and other regional entities) & MUSC Divisional leadership. Develop and maintain strong partnerships to anticipate client needs, resolve operational challenges, and improve service delivery. Participate in strategic and operational committees to align corrections healthcare goals with MUSC’s mission. Participate in frequent in-person and virtual meetings with clients and MUSC leaders across the state. Financial, Contract, and Performance Management Develop, manage, and monitor budgets, proformas, and resource allocations for correctional health contracts. Track expenditures, staffing costs, vendor performance, and contract revenue alignment. Prepare reports for leadership detailing contract performance, financial results, and operational effectiveness. Process Improvement & Quality Outcomes Identify and resolve operational inefficiencies in correctional health service delivery. Ensure compliance with NCCHC standards, security protocols, and regulatory requirements. Foster a culture of continuous improvement, collaboration, and high performance. Team Leadership & Development Lead operations managers and project teams overseeing correctional health contracts. Support professional growth, performance management, and collaboration within the team. Demonstrate negotiation and facilitation skills to work effectively with executive leadership and external partners. Travel 50% Travel required across the regional health network and client locations to support the ICCE Leadership with operations, tracking and monitoring of correctional units, SOWs and contracts. Qualifications Education: Bachelor's degree or equivalent education and/or relevant work experience. Work Experience: 9 years progressive work experience and 4 years management experience. Bachelor’s degree in Healthcare Management, Business Administration, Public Health, Nursing, or related field required (Registered Nurses with a BSN and relevant clinical experience are strongly encouraged to apply); Master’s preferred. 2 years of correctional healthcare management preferred. Demonstrated success in contract development, RFP management, and healthcare business growth. Strong analytical and budgeting skills with experience managing multi-site operations. Excellent communication and interpersonal abilities; adept at engaging with executives and correctional leaders. Knowledge of correctional healthcare systems highly preferred. Ability to work in a dynamic environment with frequent travel throughout the state. The ideal candidate will be located in Columbia, SC and/or the surrounding area.
