The Governance Global Practice (GGP) brings together professionals in procurement, financial management, taxation, regulatory policy, transparency, digital governance, law and development, anticorruption, and social accountability to develop innovative, integrated solutions to pernicious institutional problems. The GGP utilizes a problem-driven diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries. The GGP engages on core and cross cutting themes including Public Financial Management (PFM); Subnational/decentralization; State Owned Enterprises/Corporate Governance; Tax Administration; Fiduciary Assurance; Public Institutions; GOVTECH, Anticorruption, Open Government and Political Economy.
The Fiduciary Systems Global Unit ( WKPGF) is responsible for issues related to public financial and investment management, procurement, state-owned enterprises, fiduciary assurance and governance in sectors. As part of its mandate the unit Global Programs in its areas of responsibility, and these programs include:
Public Financial Management for Health (PFM4Health) is a strategic partnership between the GGP and Health, Nutrition and Population GP (HNP) that aims to improve country systems for public financial management (PFM) essential to meeting the 1.5 billion universal healthcare coverage (UHC). FinHealth 2.0, its flagship diagnostic toolkit, assists practitioners to identify PFM bottlenecks that contribute to health service problems. It is a join product of the GGP and HNP and is being developed in collaboration with the World Health Organization (WHO). The 2.0 toolkit builds on lessons learned from the implementation of FinHealth 1.0, which was launched in 2019 and used in over 10 countries and is aligned to the outcome-led approach to PFM reform. Following the anticipated completion of the diagnostic toolkit in mid-2026, key priorities are country implementation and the development of at least three deep dive modules. Country implementation is anticipated in 4-6 countries before June 2027. Proposed topics for modules requested by HNP include PIM, procurement, PFM for public employment management, decentralization, and primary health.
The World Bank’s Public Financial Management (PFM) Global Program aims to promote reforms to strengthen core fiscal institutions so that public resources are more reliably transformed into better services and development outcomes. The program is organized around key workstreams, including budgeting, treasury and cash management, fiscal risk management, revenue, subnational finance, and digital PFM. It produces global analytics, diagnostics, and practical toolkits, including digital and AI‑enabled tools, and facilitates peer learning and communities of practice. Through just‑in‑time advice and structured country engagements, it supports governments to design and sequence feasible reform paths, integrate cross‑cutting priorities such as climate and gender, and improve the effectiveness of World Bank operations that rely on strong PFM systems .
Job Duties and Responsibilities:
The candidate will report to the Practice Manager of the Global Governance WKPGF for all technical and human resource-related matters. S/he will build collaborative relationships with colleagues across the World Bank, including regional and sectoral practices as well as with key institutions, authorities, and other international partners while ensuring that the World Bank continues to fulfil its mandate. The candidate will contribute to the PFM Global Program (approximately 50 percent of time) and PFM for Health (approximately 50 percent of time) in close coordination with the Program Managers with a particular focus on:
With regard to PFM4Health, the PFM Specialist will be expected to:
• Lead country implementation of the FinHealth diagnostic in at least 2 countries, including in field missions and the write up of diagnostic reports.
• Lead technical assistance and policy dialogue with government in PFM in health in countries.
• Lead knowledge management and facilitate collaboration and coordination of the PFM in health across agencies, especially dissemination of the FinHealth toolkit, as well as documentation of lessons learned from country implementation.
• Lead the design, organization and delivery of virtual and in-person trainings, workshops, and events related to FinHealth dissemination and lessons learned from country implementation.
• Contribute to revisions and finalization of the FinHealth diagnostic toolkit, including leading modules as needed and collaborating with experts within and outside of the Bank.
Selection Criteria
• Master’s degree in Economics, Financing and/or Public Financing and Administration or equivalent, and a minimum of 8 years of relevant professional experience, or equivalent combination of education and experience.
• Country experience in working on public financial management in social sectors in three or more low and/or middle-income countries including in a client-facing role. Health sector specific experience would be an asset as well as an understanding of health financing in general.
• Experience in working in (or closely with) ministries of finance, budget, central bank or local government agencies.
• Experience with disseminating analytical information with multiple stakeholders, leveraging evidence to influence decision-making and fostering improvement in interventions and outcomes.
• Extensive and current knowledge of relevant analytical tools, and technical and administrative functions. A proven track-record of leading or making substantive contributions to analytical work on public financial management relating to social sectors.
• Experience developing and managing a portfolio of work/work program – including managing workplans, timelines, budgets, and reporting on results.
• Ability to coordinate contributions of specialists in other disciplines to complete a joint product. Strong track record in working effectively in teams and foster a collaborative work culture.
• Experience in an international development or research institution/agency/firm necessary, experience with World Bank or IMF operations preferred; Very good understanding of development partner, and World Bank instruments and processes; and
• Fluency in English (excellent oral and written communication skills) is essential, with ability to prepare documents on complex subjects, speak and write persuasively, and present ideas clearly and concisely. Ability to carry out WBG missions in French is required, and ability to do so in Portugues is a plus.
• Ability to work simultaneously on a variety of issues and tasks, independently adjusting to priorities as needed and achieving results in line with agreed objectives. Ability to deliver against ambitious deadlines.
• Adept at developing, supporting and leading the implementation of work programs within and across teams in a multicultural environment.
• Excellent interpersonal and partnership skills, diplomatic acumen, including a strong client focus, and the ability to foster collaborative relationships are required. Ability to deal effectively and diplomatically with member country authorities.
• Experience in coalition building, and problem-based approaches, facilitating reform processes and working supporting reform in a flexible manner is strongly preferred. to reform an advantage.
