Vice President, MISSION UNITED

General Description:


This position provides leadership and strategic direction for United Way Broward’s (UWB) community impact efforts related to veterans, active-duty military personnel, transitioning service members, and their families through MISSION UNITED. The position is responsible for planning, coordinating, developing, and managing related programs, contracts, grants, and systems, as well as guiding the implementation of an integrated strategy to strengthen community outcomes. Key responsibilities include overseeing the MISSION UNITED advisory council, program and staff performance; cultivating strong community and stakeholder relationships; advancing research and data-informed practices; managing the Mission United system of care; and fostering effective volunteer, provider, government, military, and community partnerships.

Primary Job Responsibilities & Duties:



  1. Monitors relevant community indicators, research, and data to evaluate current issues affecting veterans and their families and to measure progress on key outcomes, while working with community leaders to strengthen the community’s ability to identify, address, and fund priority veteran issues.

  2. Serves as a key UWB resource for the Community Impact process, facilitating the development of shared community goals, strategies, and a community agenda as it relates to veterans, active-duty military personnel, transitioning service members, and their families.

  3. Responsible for general allocations and contract management, including service/utilization management, program design, technical assistance, performance management, compliance, and outcomes management.

  4. Provides strategic leadership and oversight of MISSION UNITED operations, direct services, and the veteran-serving system of care.

  5. Responsible for the supervision, coaching, training, and development of direct reports.

  6. Responsible for the development, execution, management, monitoring, and evaluation of the Mission United strategic and operational plans.

  7. Responsible for overseeing federal, state, and other grants supporting MISSION UNITED initiatives and ensuring compliance with applicable funding requirements, regulations, and UWB policies and procedures.

  8. Responsible for the development, implementation, and monitoring of MISSION UNITED policies and procedures related to program operations, case management, quality assurance, provider monitoring, performance management, and continuous improvement.

  9. Works closely with, and fully supports, the Performance and Quality Improvement (PQI) Committee to ensure MISSION UNITED services align with UWB strategic priorities, quality standards, and organizational goals.

  10. Responsible for the coordination of the MISSION UNITED Advisory Council and its key committees to further enhance community building and fundraising efforts.

  11. Responsible for the quality assurance process for MISSION UNITED to include supervising and overseeing implementation of Council on Accreditation (COA) standards for case management services.

Other Job Duties:



  • Leads United Way Broward’s efforts to achieve community-level improvements in the areas of veteran services, military family support, and the overall well-being of veterans and their families.

  • Provides guidance and supervision to Directors, Managers, Officers, and other staff, ensuring alignment with agency goals, effective relationship management, strategic planning, professional development, and program performance.

  • Directs the development, implementation, monitoring, and evaluation of Mission United initiatives, community partnerships, and related services.

  • Provides leadership to the Mission United Advisory Council and its key committees, supporting community engagement, strategic planning, resource development, volunteer engagement, and community-building efforts.

  • Provides leadership and management among agencies, donors, government entities, military and veteran organizations, and other key community stakeholders around the development and implementation of partnership initiatives.

  • Provides leadership to subcontracted providers and community partners to ensure a comprehensive, coordinated, and outcome-focused system of care for veterans and their families.

  • Oversees planning, execution, monitoring, and evaluation of all contracts within the Mission United Community Impact portfolio.

  • Oversees all aspects of subcontract management, including invoicing, utilization management, performance management and reporting, compliance, budgeting, and outcomes in accordance with all local, state, and federal regulations as well as UWB policies and procedures.

  • Monitors the performance outcomes of UWB-funded organizations to ensure accountability, continuous improvement, effective utilization of resources, and achievement of contracted outcomes.

  • Provides technical assistance and capacity-building support to funded organizations and community partners to strengthen program quality, effectiveness, and sustainability.

  • Coordinates, facilitates, and participates in community, regional, state, and national planning activities related to veterans, military families, and Mission United priorities.

  • Manages Mission United volunteer relations, including recruitment, training, engagement, recognition, and retention.

  • Staffs and guides Mission United community impact teams, advisory groups, and volunteer committees, ensuring effective recruitment, training, engagement, and motivation.

  • Facilitates regular planning sessions, information-sharing networks, and cross-sector collaborations among Mission United funders, staff, providers, partners, volunteers, and community leaders.

  • Provides leadership in building and maintaining strong partnerships with key stakeholders, including veteran-serving organizations, military installations and leadership, local and state government agencies, philanthropic organizations, healthcare and behavioral health providers, housing organizations, and other community partners.

  • Champions research, data, advocacy, and community engagement efforts related to veterans and their families.

  • Represents UWB and Mission United at community meetings, conferences, committees, special events, and other external engagements, supporting outreach, advocacy, fundraising, and resource development efforts.

  • Develops informational materials and delivers presentations; serves as the agency’s subject-matter expert on Mission United, veteran services, and issues affecting veterans and their families.

  • Ensures implementation and ongoing compliance with Council on Accreditation (COA) standards and other applicable quality and service-delivery standards related to Mission United case management services.

  • Collaborates with the Marketing and Communications team to develop media, outreach, and public awareness strategies that elevate awareness of issues affecting veterans and highlight Mission United’s community impact.

  • Supports UWB fundraising and resource development efforts by cultivating relationships, identifying opportunities, providing program expertise, and communicating Mission United’s impact and outcomes to donors and prospective funders.

  • Participates in internal UWB meetings, committees, strategic planning processes, and cross-functional initiatives as required.

  • Due to the leadership role United Way is called upon to play in the community, particularly during times of crisis, it is the expectation that all United Way staff will be fully engaged in the organization's crisis plan and response efforts.

Supervises: Program Staff and Volunteers


Education & Experience:



  • Master’s Degree in Social Work, Human Services, Business, Public Administration, or related field required.

  • Military experience required.

  • Minimum of seven years related experience in human service administration, service delivery, and contract management.

  • Budgetary experience required.

  • Program administrative and supervisory experience working with staff, providers, partners, and volunteers required.

  • Experience managing staff and services requiered.

  • Excellent presentation, public relation, and communication skills; public speaking experience is a plus.

  • Experience with the Veterans Administration (VA) as well as VA services and benefits.

  • Proficiency required in MS Word, Excel, and other related computer programs.

Environment & Physical Demands:


The environment is climate controlled (i.e., heated and air-conditioned). Lighting is adequate through overhead lighting as well as windows and blinds. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Physical demands include sitting and/or standing for extended periods of time, bending, lifting approximately 25 pounds, regular use of the telephone, copier, fax, and computer. Demands also involve protracted concentration.
