POSITION SUMMARY
The Environmental, Health & Safety Manager leads the development, implementation, and continuous improvement of EHS programs across the company. This role ensures compliance with OSHA, Cal‑OSHA, EPA, and local regulations; drives a proactive safety culture; manages environmental compliance programs; and provides EHS support to both the local site and out‑of‑state facilities.
Safety Management
- Develop, implement, and manage comprehensive occupational health & safety programs, policies, and procedures.
- Maintain the Illness, Injury, and Prevention Program (IIPP) and ensure alignment with Cal‑OSHA and OSHA requirements.
- Lead daily safety oversight, including monitoring PPE use, equipment safeguards, and safe work practices.
- Certify employees on forklifts, aerial lifts, fall protection, and confined space entry.
- Provide technical guidance and coaching to employees and leaders on safety initiatives and corrective actions.
- Serve as the primary facility representative during safety‑related regulatory inspections.
Environmental Compliance
- Maintain hazardous waste and universal waste programs, including manifests, records, and proper storage practices.
- Identify required environmental permits and coordinate with internal teams or external consultants to maintain compliance (hazardous waste, stormwater, wastewater, air emissions, spill prevention).
- Develop and maintain environmental documentation, including written programs, SOPs, and emergency procedures.
- Coordinate industrial hygiene studies (noise monitoring, gas detection, hearing tests) and implement corrective actions.
- Support Food Defense, plant security, and environmental components of FDA self‑assessments.
Training & Competency
- Deliver safety orientation for all new hires, temporary workers, and contractors.
- Develop and conduct EHS training for production, warehouse, laboratory, and office personnel.
- Maintain and update training modules to ensure regulatory compliance and operational relevance.
- Build and manage a competency‑based EHS training framework, including job‑specific training and certification programs.
- Conduct monthly safety training sessions and ensure documentation accuracy.
Audits, Inspections & Investigations
- Conduct routine EHS audits to ensure compliance with regulations, internal standards, and company policies.
- Perform daily facility inspections (exits, fire extinguishers, lighting, first aid stations, machinery, PPE, job assessments).
- Lead incident investigations, including root cause analysis (RCA), and ensure timely closure of corrective actions.
- Conduct FDA Self‑Assessment checklists and report findings to Technical Services.
- Oversee lab safety inspections, locker inspections, parking lot inspections, and other site‑wide compliance checks.
- Perform baseline hazard and risk assessments across all sites and develop mitigation plans.
Emergency Preparedness
- Develop and maintain emergency response programs, including evacuation plans, drills, and incident response procedures.
- Coordinate emergency preparedness activities across departments and ensure readiness for fire, chemical, environmental, and medical emergencies.
- Ensure emergency equipment (alarms, extinguishers, spill kits) is properly maintained and inspected.
Regulatory Monitoring & Reporting
- Track safety performance metrics and present results during monthly safety meetings.
- Administer OSHA logs, injury/illness documentation, and regulatory reporting requirements.
- Monitor changes in OSHA, DOT, EPA, FDA, and state/local regulations and communicate impacts to leadership.
- Recommend updates to internal policies and procedures based on regulatory changes or internal performance trends.
- Serve as the primary point of contact for regulatory agencies during inspections, audits, and inquiries.
Culture & Continuous Improvement
- Promote a proactive safety culture by encouraging hazard reporting, accountability, and employee engagement.
- Develop EHS KPIs, dashboards, and reporting routines to drive visibility and continuous improvement.
- Lead or support Safety Committee meetings and cross‑functional improvement initiatives.
- Model and reinforce safety leadership behaviors across all levels of the organization.
- Support company‑wide efforts to strengthen safety culture and drive long‑term behavioral change.
QUALIFICATIONS

- A minimum of a Bachelor’s degree in Environmental Health & Safety, Safety Management or equivalent is required.
- 7+ years of hands-on EHS management experience in manufacturing environment (preferably in food manufacturing industry).
- Strong working knowledge of Cal-OSHA and Federal OSHA regulations is required.
- Proven successful records in driving safety vision change and culture shift modeling.
- Safety certification is a plus e.g. Certified Safety Professionals (CSP).
- Strong administrative, recordkeeping, regulatory information, and follow-up skills are required.
- Ability to work evening shifts and weekends as needed.
- Ability to understand, promote, support and drive for safety vision change and culture shift modeling.
- Ability to interpret and be the main point of contact for OSHA and other federal/state regulation related responsibilities.
- Ability to lead and/or facilitate team meetings such as Safety Committee meetings.
- Ability to work in a fast-paced manufacturing environment.
- Must have a strong sense of ownership and accountability.
- Good multi-tasking, organizational and time management skills.
- Working knowledge of Microsoft Office (Outlook, Word, Excel and PowerPoint).
- Knowledge of warehouse and manufacturing equipment operation.
- Ability to maintain high proficiency while working in a non-climate-controlled environment.
- Must have a valid driver’s license to perform essential functions.
- This individual must possess excellent and effective communication and presentation skills, both written and verbal, to employees, leaders and Headquarters in Hong Kong.
- Bilingual in English & Chinese or English & Spanish is highly preferred.
