Job Summary The Real Estate Program Manager position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA). IPMA is responsible for feasibility, planning, environmental, design, construction, and construction inspection of roadways, bridges, culverts, trails, structures, and other transportation infrastructure in the District of Columbia. The work is managed by the Design and Construction Management (D&CM) Division and the Citywide Engineering Support Services (CESS) Division, which includes the transportation portion of the AWI, a 30‑year program focused on projects that transform the Anacostia River corridor. The incumbent is responsible for managing the technical and administrative direction for IPMA’s Real Estate Branch to support DDOT’s transportation planning, environmental design, construction and maintenance programs and projects throughout the District of Columbia. Duties and Responsibilities Incumbent plans, directs, and monitors the Real Estate Branch programs daily. Ensures that projects and activities follow applicable policies, procedures, and guidelines through subordinate supervisors and staff. Incumbent is responsible as described in the DDOT Real Estate Manual, ensuring that Real Estate Branch activities comply with Federal and District laws as well as meet project budget and schedule constraints. Incumbent participates in the privately constructed improvements review and dedication process and close coordination on NEPA compliance and permitting issues. Incumbent seeks process innovation by consulting with other major cities and urban areas regarding their processes and procedures for providing realty services in support of transportation infrastructure projects. Incumbent provides leadership and management to the Real Estate Branch program staff through consultation, supervision, and liaison activities. Identifies and provides for the training needs of staff. Supports employees in matters related to work performance, attendance, and general work relationships. Recommends and initiates disciplinary action and adjudicates employee complaints. Incumbent recommends the establishment or revision of the Departmental policies governing the Real Estate Branch. Coordinates, facilitates, and attends internal staff meetings and conferences, seminars, workshops, etc., and as assigned, represents DDOT in meetings relating to Real Estate Branch areas and realty services. As a DDOT representative, incumbent works closely with a wide range of community groups and organization to develop, plan, establish, and maintain cooperative relationships. Designs, writes, evaluates, and modifies policies to ensure that the Real Estate Branch complies with legal requirements. Analyzes policies, government regulations, and legislation to develop new program policies and procedures or revise existing program policies and procedures. Qualifications and Education Education: Preferred majors include accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, typically in or related to the work of the position to be filled. The experience must be equivalent to at least the next lower grade level. Preferred expertise includes knowledge of Federal, District and local Real Estate laws, regulations, standards, and guidelines such as the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, its implementing regulation (49 CFR Part 24), and the approved State right‑of‑way manual. Licenses and Certifications Must possess and maintain a valid driver’s license. Working Conditions / Environment Work is primarily conducted in an office setting. The incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit: This position is not covered under a collective bargaining unit. Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Accordingly, the incumbent will be subject to pre‑employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure. Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, e.g., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early. Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of $150,000 or more, you must establish residency in the District of Columbia within 180 days of the effective date of appointment and continue to maintain residency in the District of Columbia throughout the duration of the appointment.
