L.A. Care Health Plan provides health coverage to low‑income Los Angeles County residents and serves more than 2 million members. Job Summary The Executive Director, Commercial Products (L.A. Care Covered, PASC‑SEIU) will be responsible for delivering top‑line growth, outstanding compliance and quality results for the commercial segment of the L.A. Care portfolio. The role involves strategic evaluation, planning and leading complex business initiatives that support product strategy and align with enterprise strategy. Responsibilities also include team management, hiring, coaching, and motivating direct reports. Duties In collaboration with internal stakeholders, ensure risk adjustment transfers are minimized and medical cost trend targets are met for respective lines of business. Lead operational management of multiple functions or departments. Drive continuous process and product performance improvements and collaborate with other Executive Directors to develop scalable operational enhancements that meet changing market, consumer and provider demands. Lead teams and collaborate with key stakeholders at all levels to analyze current customer base, market needs and trends, identify opportunities for increased efficiencies and capabilities, and develop scalable plans for future state. When required, oversee end‑to‑end product lifecycle for new products, programs and services across business lines under a unified market vision and strategy. Explore potential additional revenue streams and new business development opportunities for product lines where applicable. Obtain alignment with other line‑of‑business owners to develop business cases and product governance discussions. Develop annual and long‑range business plans for respective lines of business, establishing strategic goals for target population segments that align with overall product vision and enterprise directions. Co‑operate with cross‑functional business units to ensure timely implementation of federal and state regulatory requirements, new products, programs and service initiatives. Negotiate Service Level Agreements (SLAs) with organization‑wide departments for specific product segments. Maintain regular communication with operations, non‑operations and clinical leaders to resolve issues and manage negative trends, emphasizing enrollment accuracy, claims payments, member service responsiveness, network development, provider relations, KPI data reporting, care management, and marketing and sales. Education Required Bachelor's Degree in Business Administration or a related field. Equivalent education and/or experience may be considered. Education Preferred Master's Degree. Experience Required: At least 10 years of business experience in the insurance or managed health care industry. At least 10 years of experience managing staff and leading teams. Experience working within a matrix management structure to deliver results is critical. Experience managing multiple products within a commercial health plan. Strong management of people, thriving on challenging work in a complex company structure. Experience with outside regulators and governmental entities. Skills Broad knowledge of managed care, government programs, or other product lines. Strong business and managed‑care acumen with a demonstrable record of achieving net revenue results. Strategic thinking, good planning, effective communication, and the ability to motivate others. Strong organizational leadership, administration, analytical, negotiation, and financial management skills. Excellent written, oral, and interpersonal communication skills. Ability to develop and maintain strong business relationships.
