Position Summary
The ERSEA & PFCE Specialist supports the Manager of ERSEA & PFCE to ensure compliance with all agency policies and procedures and all applicable federal, state, and local regulations, including the Head Start Program Performance Standards (HSPPS) and Head Start Act requirements related to Enrollment, Recruitment, Selection, Eligibility, and Attendance (ERSEA), and Parent, Family and Community Engagement components. This position is responsible for leading, implementing, monitoring, and providing regular and ongoing guidance, oversight, and supervision to the Family Coaches to ensure the delivery of high-quality HS/EHS services. The ERSEA & PFCE Specialist will support the staff’s professional development through training and coaching to continuously improve program quality and meet program goals.
Essential Functions
Primary Responsibilities
- Provide leadership, oversight, and indirect/direct supervision to the Family Coaches through observations, reflective supervision, professional development and team meetings to ensure implementation of all ERSEA and Parent, Family and Community Engagement (PFCE) components as stated in the HSPPS.
- Assist in the ongoing monitoring and training of processes and procedures for Eligibility, Recruitment, Selection, Enrollment, Attendance (ERSEA), and Parent, Family, and Community Engagement.
- Assist, train and oversee all activities related to the approval process and processing of HS/EHS enrollment applications.
- Assist in the monitoring, training, and implementation of policy and procedures to assess families’ strengths and needs, link families to needed resources, assist families with establishing and meeting goals and provide them with educational opportunities
- Assist and monitor program database and files to ensure that the program is fully enrolled, has a minimum of 10 percent enrollment of children with disabilities, and maintains an active waiting list for HS/EHS.
- Assist in developing and implementing the ERSEA committee and Recruitment Plan (including mass enrollment) to meet program requirements for HS/EHS.
- Assist in developing and monitoring processes and procedures to determine eligibility criteria per the HSPPS.
- Assist with the overall evaluation and ongoing monitoring of the day-to-day operation of parent engagement and ERSEA service areas.
- Collaborate with the Manager of ERSEA & PFCE, and MIS to oversee the development and monitoring processes and procedures to ensure children’s attendance aligns with the expectations of HSPPS.
- Work closely with the data team to ensure data is reviewed in timely and accurate information is reflected in the database system to aid in decision-making, monitoring, and tracking of outcomes for children and families.
- Work collaboratively with the AD of Education and Support Services to ensure transition activities occur in all phases for children and families and provide support and guidance to the Family Coaches to ensure transitions occur for all HS/EHS children.
- Assist in the development and monitoring of formal and informal agreements with community partners to assist family coaches in linking children and families to needed services
- Ensure implementation and monitoring of a system for completing and tracking Family Needs Assessments to identify family strengths and needs related to family engagement outcomes as described in the Head Start Parent, Family, and Community Engagement Framework.
- Support the implementation, monitoring and observation of the AVANCE National Parent Child Education Program (PCEP) or other parenting opportunities within all HS/EHS sites.
- Assist in the implementation of parent education on issues related to areas of responsibility, including volunteer opportunities, health services, adult literacy, financial literacy, advocacy, community resources, and transition
- Assist in the collection of data for Early/Head Start’s monthly report, Community Assessment, annual Self-Assessment, annual PIR, strategic planning, and semi/annual program reports for Early/Head Start and the agency
- Assist in implementing quality improvement efforts using collected data, industry trends and statistics, and program metrics.
- Utilize electronic databases such as CAP 60, Excel, etc., to track program services, maintain program records, and establish and measure program outcomes, including the progress of families’ goals and objectives.
- Assist in the oversight and maintenance of ERSEA and PFCE tracking and filing systems per federal and agency records retention policy and procedures
- Assist in presentations about AVANCE, Early/Head Start, and program outcomes to parents, program staff, Policy Council, Board of Directors, and community representatives.
- Assist in the implementation and provide staff development opportunities.
- Actively participate in collaborative and cooperative efforts and activities with the Head Start leadership, education team, and cross-functional teams, such as operations, education, mental health and health, disabilities services, and nutritional services.
- Must be able to travel for work-related activities.
- Perform other duties as assigned.
Education
- Required: Bachelor's degree (B. A.) in social services, public administration, management, or related discipline
- Preferred: Master's degree (M.A.) in social services, public administration, management, or related discipline
Experience
- Required: Three (3) to Five years of experience in HS/EHS programs and the planning, implementing, and or/administering public or non-profit programs and services for families or other community services.
- Preferred: Three (3)-Five (5) years or more of Head Start experience in planning and implementing programs and services for families or other community services, including supervising subordinate
Other
- Required: Three (3) – Five (5) years working with ERSEA and PFCE and knowledge of HSPPS
- Preferred: Family Service Worker Credential
License & Certification
- Must have a Valid Texas Driver License
- Must have Valid Vehicle Insurance
- Must have dependable transportation and be insurable by AVANCE’s guidelines
